- *About the program**

nThe Department of IT, Government of Bihar, in partnership with Tiger Analytics and IIT Patna, and under the guidance of MeitY, is establishing a Bihar AI Mega Centre of Excellence (AI CoE). The CoE will house specialist AI research labs such as Computer Vision, NLP & Indic Languages, Robotics, and Speech & Conversational AI. The governments mandate is to build AI applications across priority sectors such as Agriculture, Healthcare, Education and Governance.n

The program is structured as a four-year, multi-phase initiative under India's AI Mission framework, with the first physical lab becoming operational within six months of signing.

nAnalytics is the Industry Partner responsible for technology delivery, lab setup, research collaboration with IIT Patna, and AI application development across Bihar's priority sectors.n

- *Overview of the Delivery Partner Role**

nThe Delivery Partner will be based full time in Patna and will be the single point of accountability for the program. The individual will need to drive discussions with multiple stakeholders (the Department of IT (DoIT), IIT Patna, and the Government of Bihar's senior officials) on a regular basis. The delivery partner will own the end-to-end delivery of the CoE's setup and operations.n

The Delivery partner will collaborate closely with the Technical Partner who will lead the technical discussions with IIT Patna researchers and solution architects.

- *Key Responsibilities**
- *1.** **Program Governance and Delivery**
- Own the end-to-end delivery plan for the CoE, managing scope, schedule, budget, risks, and dependencies.
- Establish and run the Program Management Unit (PMU) including daily stand-ups, weekly steering meetings with DoIT,



monthly milestone reviews, and quarterly reviews with senior leadership at Tiger.
- Maintain a program dashboard tracking all workstreams from lab setup, equipment procurement, hiring, IIT Patna academic integration, use case development, and pilot deployments.
- Proactively identify and escalate program risks including government approvals, import duty issues on lab equipment, interdepartmental data-sharing agreements, and any other dependencies.
- *2.** **Stakeholder Relationship Management**
- Be Tiger Analytics primary point of contact with the Bihar Department of IT (DoIT), the Principal Secretary, and the IT Secretary building a trusted, long-term relationship at the senior bureaucracy level.
- Manage the tripartite partnership between Tiger Analytics, IIT Patna, and the Government of Bihar coordinating milestones, governance committee meetings, and joint review sessions.
- Build relationships with Bihar's wider ecosystem such as BELTRON, Bihar State Electronics Development Corporation, NIC Bihar, and Central government bodies (MeitY, NITI Aayog) as relevant.
- *3.** **Technical Partnership & IIT Patna Collaboration**
- Serve as the delivery bridge between Tiger Analytics technical teams and IIT Patna's research faculty ensuring joint research projects, student internships and relevant trainings.




- Work with the Technical Partner on conversations with IIT Patna department heads, research lab leads and visiting academics.
- Coordinate the AI fellowship programme, hackathons, and student project integrations with the CoE's research agenda.
- Ensure deliverables from IIT Patna (research papers, dataset contributions, model evaluations) are tracked and integrated into the program milestone plan.
- *4.** **Team setup and on-ground operations**
- Hire and onboard the CoE team which would include tech leads for the labs, data analysts, data engineers, application developers, administrative support staff. The team will be hybrid with majority based out of Patna.
- Build a local ecosystem network with academics, government officials, industry contacts, and service providers in Patna and across Bihar who can accelerate the CoE’s work.
- Ensure compliance with the operational requirements of the Bihar government with respect to security clearances, local hiring norms, state-level reporting obligations etc.
- *Candidate Profile**
- *Experience:**
- 15-22 years of total professional experience, with at least 6 years in large scale program/project delivery roles
- Demonstrated experience managing government clients at the senior bureaucracy level (Joint Secretary / Principal Secretary / Secretary equivalent) in Central or State government engagements.
- Prior exposure to technology or AI/IT programs in a government context such as e-governance, digital India programs, smart city, or similar is highly preferred.
- Experience working in Bihar, or in a state with comparable government culture (UP, Jharkhand, Odisha), will be an added advantage.
