Job description Indian Police Foundation Internal Police Reforms Project STATE RESEARCH ASSOCIATE (TAMIL NADU) Applications are invited for the position of State Research Associate Tamil Nadu on a contractual basis: Organisation- Indian Police Foundation Number of Positions: 1 Tenure- This position is offered initially for till 30th April 2027 (extendable till 31st December 2027) Project: Internal Police Reforms Project Location - Chennai, Tamil Nadu but he/she will be required to travel to various districts in Chennai and other States including Delhi & stay for 5-6 weeks, continuously as and when required. Qualifications: Essential: i. Educational Qualification: M.A in Police Sciences/Criminology/Public Safety/Internal Security/Criminal law/Social Science/Social Work/or any other related field. ii. Proficiency in data collection and data analysis (Qualitative & Quantitative) iii. Proficiency in Report Writing iv. Robust coordination skills for engagement with senior police officers, trainers, research staff, evaluation agencies & donor agency. v. High level of proficiency in computer skills. vi. Willingness and good health to undertake field visits as and when required. vii. Good command over English and Tamil language. Desirable: i. Previous experience of working with Police organisations in any State/UT. ii. 2-3 years of research experience (working in the domains of policing, criminology, citizen-centric policing, gender- and child-sensitive policing) in universities, other research institutes, NGOs, think tanks, or consulting firms. iii. Publications of Research papers/articles in various journals/magazines /Newspapers. iv. Familiarity with- a) Criminal laws (major & minor) & police procedures. b) Relevant Supreme Court and High Court judgments, MHA & NHRC directives. Salary and other Service Conditions- 1. Monthly salary of Rs 40,000/- per month. 2. Transport allowance of Rs 5,000/- per month. 3. Reimbursement of travel and accommodation during visit to police stations, districts, States and to IPF HQ Delhi as per the entitlement fixed by IPF. 4. Other service conditions will be governed by IPF HR and other policies. Annexure A Job Description: Roles and Responsibilities of State Research Associate (Tamil Nadu) Job Description The role of the State Research Associate (Tamil Nadu) involves coordinating both the research and operational components of the Internal Police Reforms Project. Working closely with the Project Director (PD), Project Coordinator (PC), Senior Researcher and State Supervisor Tamil Nadu, the State Research Associate (Tamil Nadu) will play a key role in project planning, research, implementation, coordination, monitoring, and documentation for Tamil Nadu state. State Research Associate will be stationed at Chennai, Tamil Nadu but will be required to travel to various districts in Tamil Nadu and other States including IPF Headquarter Delhi as and when required & stay for 5-6 weeks, on need basis. Roles and Responsibilities- 1.Field Data Collection: as and when required 2. Data Analysis i. Assist and supervise the data analysis (both qualitative and quantitative) of data collection from various stakeholders in Tamil Nadu using all three research tools: a) Survey Questionnaires b) Focus Group Discussions (FGDs) c) In-Depth Interviews ii. He/she will coordinate with Centre for Good Governance, Hyderabad which has been entrusted with task of data analysis for Tamil Nadu State. iii. Formulation of Report to DGP on Public Grievances in Tamil Nadu State (based on data analysis). 3. Desk Research Related to project focus areas & best policing practices in various states. 4. Change Manual i. Assist in the Formulation of Change Manual for Tamil Nadu State based on the Project Focus areas, best practice visits & desk research. ii. Facilitate the vetting of draft Change Manual by the Experts its revision based on inputs. iii. Presentation of Change Manual to the respective state DGPs/ State Nodal Officer. 5. Baseline and Endline Evaluation i. Support and monitor the execution of Baseline and Endline evaluations by independent agency in selected police stations in Tamil Nadu. ii.
Guide in the formulation of Data Collection Tools by evaluation agencies. iii. Work on evaluation parameters, selection of police stations for evaluation, training of field enumerators, and ensure that the data required by the agency for conducting baseline and endline evaluations is provided in a timely manner. iv. Review and scrutinize the reports prepared by the evaluation agencies. 6. Engagement with Experts Assist in engaging with Experts for vetting and finalization of following activities- a) Finalization of Parameters for Baseline and Endline Evaluation. b) Report to the DGP on public grievances for Tamil Nadu State c) Change Manual for Tamil Nadu State d) Baseline & Endline Reports prepared by Evaluation agencies e) Final Report of the Project 7. Training i. Assist in the preparation of state-specific training manuals & materials. ii. Support and participate in the conduct of training programmes in Tamil Nadu State. 8. Project Implementation and Monitoring i. Monitoring of project implementation across 30 police stations in Tamil Nadu state, including field visits to all police stations on monthly basis. ii. Assist in conducting & coordination meetings with State Nodal Officers, Police Commissioners, Superintendents of Police, SDPOs and SHOs. 9. Communication and Coordination: Ensuring smooth communication, information exchange and prompt follow up with- a) IPF Delhi headquarter b) State Police c) External agencies engaged in data analysis (CGG, Hyderabad). d) Evaluation Agencies for Baseline & Endline Evaluation in Tamil Nadu State. e) Donor Agency. 10. Documentation and Reporting i. Prepare minutes of meetings, discussions and workshops, summarizing key points, action items and follow-up steps ii. Formulation of Reports to the Donor Agency as and when required. iii. Preparation of the Final Project Report, (based on baseline and endline evaluation reports and monthly visit reports from State Supervisor.) iv. Any other reports (to be sent to DGP/SNO/CP/SP/IPF HQ). 11. Miscellaneous i. Research Associate Tamil Nadu on daily basis will report to State Supervisor Tamil Nadu. He/she will also work under the guidance of Asst. Project Coordinator/Senior Researcher with regard to data collection, analysis & report writing. ii. He/she will also attend to other tasks related to the project as assigned by Project Director/Project Coordinator/State Supervisor/Asst. Project Coordinator/Senior Researcher from time to time.
