Role Overview

The Liaisoning & Compliance Manager will be responsible for managing all statutory, regulatory, and government liaisoning activities to ensure smooth operations of manufacturing and business units. The role involves building strong relationships with government authorities and ensuring compliance with applicable laws such as Factory Act, Pollution Control norms, Fire Safety regulations, Electricity Board regulations, and other statutory requirements in Haryana.

Key Responsibilities

1. Government Liaisoning

- Establish and maintain strong working relationships with:
- Haryana State Pollution Control Board (HSPCB)
- Labour Department / Factory Inspector
- Haryana State Industrial & Infrastructure Development Corporation (HSIIDC)
- Electricity Boards (DHBVN/UHBVN)
- Fire Department
- Local Municipal Authorities and District Administration

- Act as the primary point of contact between the company and all government bodies.
- Represent the organization in meetings, hearings, inspections, and regulatory discussions.
- Proactively track regulatory changes and maintain continuous engagement with authorities.

2. Statutory Compliance Management

- Ensure compliance with:
- Factory Act and related labour laws
- Environmental regulations (Air, Water, Hazardous Waste)
- Fire Safety norms and Fire NOC requirements
- Electricity and power regulations
- Industrial licensing and approvals

- Maintain statutory registers, records, and filings as required by law.
- Ensure timely renewal of all licenses, permits, and NOCs.

3. Approvals, Licenses & Documentation

- Obtain and renew:
- Factory License
- Consent to Establish (CTE) & Consent to Operate (CTO)
- Fire NOC and safety certifications




- Building Plan Approvals
- Electricity connections/load approvals
- Weights & Measures certifications, if applicable

- Handle documentation, application submissions, and follow-ups with authorities.
- Ensure all company documentation is compliant and audit-ready.

4. Audit & Inspection Handling

- Coordinate and manage statutory inspections from:
- Factory Inspector
- Pollution Control Board
- Fire Department
- Electrical Safety Authorities

- Ensure all compliance gaps are addressed promptly.
- Prepare audit reports and corrective action plans.

5. Risk Management & Advisory

- Identify compliance risks and recommend mitigation strategies.
- Provide guidance to plant and management on regulatory requirements.
- Ensure zero non-compliance penalties, notices, or legal escalations.

6. Internal Coordination

- Work closely with:
- Plant Operations
- EHS (Environment, Health & Safety)
- Legal & HR teams

- Train internal teams on compliance procedures and statutory requirements.

Key Deliverables (KPIs)

- 100% compliance with statutory requirements
- Timely renewal of all licenses and permits
- Zero regulatory penalties or legal notices
- Effective handling of inspections and audits
- Strong relationships with regulatory authorities

Qualifications & Experience

- Education:

- Bachelor’s degree in Law / Engineering / Environmental Science / Business Administration
- Certification in compliance, EHS, or industrial laws preferred

- Experience:

- 7–12 years of experience in liaisoning and compliance roles
- Prior experience in manufacturing/industrial setup mandatory
- Strong exposure to Haryana regulatory framework preferred
