Role & responsibilities
1. Technical Operations & Maintenance
- Lead the operations, preventive, predictive, and breakdown maintenance of all engineering systems and utilities across the township.
- Ensure timely troubleshooting, root cause analysis (RCA), corrective actions, and permanent closure of equipment failures.
- Manage maintenance of Electrical HT/LT systems, RMUs, transformers, substations, DG sets, HVAC systems, elevators, escalators, pumps, motors, VFDs, PLC-controlled equipment, lighting systems, and utility networks.
- Operate and maintain Water Treatment Plants (0.75 MLD to 10 MLD), Sewage Treatment Plants, pumping stations, reservoirs, water distribution networks, and associated infrastructure.
- Ensure optimum performance and reliability of Fire Protection Systems including Fire Hydrant Systems, Fire Alarm Systems, Sprinkler Systems, Public Address Systems, Fire Pumps, and Fire Tender vehicles.
- Monitor technical KPIs, equipment availability, MTBF, MTTR, energy efficiency, and preventive maintenance compliance.
2. Planned Preventive Maintenance (PPM)
- Prepare, implement, and monitor Annual Preventive Maintenance (PPM) schedules for all engineering assets.
- Ensure timely renewal and execution of Annual Maintenance Contracts (AMC) and Comprehensive Maintenance Contracts (CMC).
- Maintain complete records of maintenance history, equipment manuals, service reports, calibration certificates, statutory inspections, and asset registers.
- Develop and continuously improve Standard Operating Procedures (SOPs), Emergency Response Procedures (ERP), and maintenance manuals.
3. Township Infrastructure Management
- Manage complete township infrastructure including roads, storm water drainage, water supply network, sewerage systems, street lighting, landscaping utilities, utility corridors, and common amenities.
- Ensure uninterrupted technical services across residential, commercial, clubhouse, recreational, and common facilities.
- Conduct regular technical audits and infrastructure inspections to identify deficiencies and implement corrective actions.
4. Vendor & Contract Management
- Manage technical service providers, contractors, consultants, OEMs, and vendors.
- Monitor contractor performance against Service Level Agreements (SLAs), KPIs, safety requirements, and contractual obligations.
- Verify work completion, certify contractor bills, and ensure quality of workmanship.
- Participate in vendor evaluation, technical negotiations, tendering, procurement, and contract finalization.
5. Asset Management
- Develop asset lifecycle management strategies for all critical engineering systems.
- Maintain updated asset registers and recommend refurbishment, modernization, replacement, and capital improvement plans.
- Administer equipment warranties, defect liability periods (DLP), and warranty claims.
6. Energy Management & Cost Optimization
- Identify and implement energy conservation initiatives and operational cost reduction measures.
- Monitor electricity, diesel, water, and utility consumption through MIS and analytics.
- Prepare annual utility budgets and recommend sustainability initiatives including renewable energy, water conservation, and carbon footprint reduction.
- Drive value engineering initiatives without compromising operational reliability.
7. Budgeting & Financial Management
- Prepare annual operating and capital expenditure budgets.
- Monitor maintenance expenditure against approved budgets.
- Review technical proposals, rate analyses, comparative statements, and purchase recommendations.
- Control repair & maintenance costs while ensuring uninterrupted operations.
8. Team Leadership
- Lead and mentor multidisciplinary engineering teams comprising Electrical, Mechanical, Plumbing, Civil, Fire & Safety, STP/WTP, HVAC, and Utility personnel.
- Plan manpower deployment, shift management, resource optimization, and succession planning.
- Conduct technical training, safety awareness programs, competency development, and performance evaluations.
9. Safety, Compliance & Risk Management
- Ensure compliance with all applicable statutory regulations, safety standards, and environmental requirements.
- Liaise with statutory authorities including Electrical Inspectorate, Fire Department, PMRDA/MMRDA, Municipal Corporation, Pollution Control Board, Electricity Distribution Companies, Water Supply Authorities, and other government agencies.
- Ensure timely statutory inspections, renewals, testing, certifications, and licensing.
- Conduct safety audits, risk assessments, emergency preparedness drills, and incident investigations.
10. Projects, Fit-Outs & Handover
- Coordinate with Project, Design, Procurement, and Construction teams for smooth transition from project execution to facility operations.
- Monitor snagging, de-snagging, defect rectification, and commissioning activities.
- Participate in society handover processes, asset verification, technical documentation, and Engg. due diligence.
- Support fit-out management, renovation works, and capital improvement projects.
11. Customer & Stakeholder Management
- Attend client, resident, society committee, consultant, and management meetings.
- Resolve technical escalations and ensure timely closure of customer complaints.
- Prepare technical presentations, reports, dashboards, MIS, and monthly operational reviews.
- Maintain solid coordination with internal departments and external stakeholders.
12. Documentation & Digital Systems
- Ensure accurate maintenance of logbooks, checklists, preventive maintenance records, statutory registers, calibration records, drawings, and equipment history.
- Utilize CAFM/CMMS/BMS/ERP platforms for maintenance planning, asset management, complaint tracking, and reporting.
- Develop technical MIS, dashboards, trend analysis, and performance reports.
13. Continuous Improvement
- Drive reliability-centered maintenance (RCM), predictive maintenance, condition monitoring, and digital transformation initiatives.
- Implement best practices in Facilities Management aligned with international standards.
- Identify process improvement opportunities and lead operational excellence initiatives.
- Must be computer savvy (Emails, MS word, excel, PowerPoint, AutoCAD (View/Read)).
14. Project Handover & Takeover Management
- Lead and coordinate the complete handover and takeover of residential towers, common amenities, clubhouses, infrastructure, utility services, and all engineering systems from the Projects/Construction team to the Facilities Management team.
- Verify that all statutory approvals, testing & commissioning reports, warranties, O&M; manuals, as-built drawings, equipment data sheets, and asset registers are received before accepting the handover.
- Ensure all Defect Liability Period (DLP) obligations, warranties, and pending works are clearly documented and monitored until closure.
15. Common Area Snagging & De-snagging
- Carry out detailed technical inspections and prepare comprehensive snag lists for all common areas including: - Clubhouse & Amenities, Lobbies & Corridors, Basements & Parking, Roads & Footpaths, Landscaping & Irrigation, Electrical Rooms & Substations, DG Rooms, STP, WTP, Pump Rooms, Fire Fighting & Fire Alarm Systems, HVAC Systems, Elevators & Escalators, CCTV, Access Control & BMS, Street Lighting, Swimming Pool, Children's Play Area, Sports Facilities, Boundary Wall & Gates, Signages and all other common infrastructures.
- Monitor progress of de-snagging works, verify quality of rectification, certify completion, and ensure timely closure of all observations before taking over the assets.
16. Internal Apartment Snagging & De-snagging
- Coordinate and supervise technical snagging inspections of residential apartments before customer possession.
- Verify civil finishes, waterproofing, plumbing, sanitary fittings, electrical installations, HVAC provisions, doors, windows, flooring, painting, fixtures, modular fittings, smart home systems, and all utility connections.
- Coordinate with the Projects team, contractors, consultants, and quality teams for timely rectification of snag points.
- Certify de-snagging completion after physical verification and maintain detailed records before possession.
17. Asset Verification & Documentation
- Prepare and verify comprehensive asset registers during project handover.
- Ensure tagging and documentation of all engineering assets, equipment serial numbers, warranties, preventive maintenance schedules, and spare parts inventory in the CAFM/ERP system.
- Ensure all statutory documents, calibration certificates, test certificates, commissioning reports, and vendor details are properly archived.
18. Defect Liability Period (DLP) Management
- Monitor all defects arising during the Defect Liability Period.
- Coordinate with Projects, contractors, OEMs, and consultants for timely rectification without impacting residents.
- Track DLP closure through structured MIS reports and ensure warranty compliance.
19. Technical Audit & Quality Assurance
- Conduct joint inspections with Project, Quality, Consultants, Architects, MEP Teams, Contractors, and Society representatives before final acceptance.
- Verify compliance with approved drawings, specifications, NBC, IS Standards, Fire NOC requirements, Electrical Inspector regulations, MPCB guidelines, and other statutory norms.
20. Handover Coordination with Society
- Support the legal and technical handover of assets to Co-operative Housing Societies.
- Prepare technical inventories, asset valuation details, equipment schedules, warranty registers, AMC status, and preventive maintenance records.
- Assist in documentation required under the Maharashtra Co-operative Societies Act and Society Handover procedures.
21. Digital Snag Management
- Utilize CAFM/ERP/mobile-based snagging applications for recording, tracking, assigning, monitoring, and closing snag points.
Generate daily, weekly, and monthly snagging MIS dashboards, ageing reports, and closure reports for management review. 22. Cross Functional Coordination
- Coordinate effectively with Projects, Contracts, Procurement, Quality Assurance, Customer Care, CRM, Sales, Legal, Consultants, OEMs, Contractors, and Facility Operations teams to ensure seamless transition from construction to operations.
