A. Key Roles & Responsibilities
- Financial Coordination & Compliance: Act as the Single Point of Contact (SPOC) from the HCAPSD PMU for all financial matters between implementing agencies and the World Bank; ensure adherence to financial policies, procedures, and regulatory requirements
- Budgeting and Financial Planning: Support line departments in preparation, revision, and monitoring of overall project budgets and annual activity plans, ensuring alignment with agreed financial management arrangements
- Accounting and Reporting: Oversee maintenance of accurate books of accounts; facilitate timely preparation of Interim Unaudited Financial Reports (IUFRs), in-year financial reports, and annual statements, and ensure proper documentation for audit and review
- Internal Controls and Risk Management: Design and implement robust financial processes, templates, and controls to safeguard project funds and assets from fraud, errors, and inefficiencies
- Audit Facilitation and Compliance: Act as the key contact for auditors, coordinate audit processes, respond to audit queries, and ensure timely submission of audit reports and resolution of observations
- Capacity Building: Train project finance staff, recommend HR changes related to financial matters,
and assess the effectiveness of financial systems to improve responsiveness and ensure sound financial governance.
B. Desired Competencies
- High-performing individual with a strong academic background and a consistent track record of excellence in relevant work experience.
- Sound understanding of public-sector budgeting, government accounting, procurement processes, and fund-flow mechanisms.
- Robust working knowledge of financial management systems and e-procurement platforms (e.g., PFMS, HRMIS, IFMIS); proficiency in SAP, Tally or equivalent is a must.
- Proactive, detail-oriented, and committed to strengthening public financial systems and processes.
- Excellent analytical, documentation, negotiation and stakeholder-engagement skills.
C. Qualification Criteria: Chartered Accountant (CA) with a Bachelors degree in commerce, accounts, finance or economics from a recognised University or Professional Institution recognised by Government.
D. Experience Criteria: Minimum 7 years relevant experience in financial management or public finance advisory.
