State Manager Gujarat (Chemical & Polymer Sector)
Location: Vadodara (Baroda), Gujarat
Organization: RCPSDC
Reporting To: CXO, RCPSDC

Role Summary
RCPSDC seeks a State Manager Gujarat (Chemical & Polymer

Sector) to lead industry engagement, business development, stakeholder coordination, and implementation of skilling initiatives across Gujarat, with a focus on Vadodara and major industrial clusters. The role will strengthen partnerships with chemical, petrochemical, polymer, plastics, and allied industries to support workforce development, apprenticeship, CSR initiatives, and Skill India programmes.

Key Responsibilities
Identify and develop recent opportunities for skill development programmes in chemical, polymer, plastics, petrochemical, and allied sectors.
Establish partnerships with industries, Training Partners, government departments, CSR organizations, industrial bodies, and academic institutions.
Promote RCPSDC programmes including STT, RPL, ToT, apprenticeship, and sector- specific skilling initiatives.
Drive CSR projects, industry memberships, apprenticeship tie-ups, and placement partnerships.
Conduct industry visits, stakeholder meetings, workshops, and presentations to expand RCPSDCs regional network.
Support formulation of business plans for deployment of PM SETU projects.
Undertake groundwork for establishing Centres of Excellence (CoE) and ITI-based Skill Training Centres.
Explore collaborative skill development opportunities across RCPSDC industry verticals.
Coordinate with NSDC ecosystem stakeholders, State Skill Missions, SSCs, NGOs, and Training Partners to align with national skilling objectives.
Engage with industrial clusters in Vadodara, Bharuch, Ankleshwar, Dahej, Ahmedabad, and Vapi.
Support implementation and monitoring of skilling projects, ensuring quality delivery and compliance with NSQF, NCVET, and EHS standards.
Manage MIS, certification tracking, assessments, and reporting through Kaushalverse,SIDH,



and related systems.
Monitor training centres, infrastructure readiness, trainee data, and operational compliance.
Execute regional skill development plans aligned with organizational goals.
Achieve targets related to enrolments, certifications, placements, apprenticeship, and industry engagement.
Track KPIs, project deliverables, and submit periodic performance reports.
Support the expansion of RCPSDCs ecosystem and industry presence across Gujarat.

Educational Qualification
Master's in Chemistry, Chemical Engineering, Polymer Technology, Plastics Engineering, Management, MBA, Social Sciences, or allied discipline.

Experience
5-8 years of experience in skill development, vocational training, industry engagement, business development, or project management.
Experience in regional/state-level coordination preferred.

Preferred Experience
Experience with NSDC ecosystem, SSCs, CSR projects, apprenticeship, or government skilling schemes.
Exposure to Gujarats chemical, polymer, plastics, or manufacturing sectors.
Strong industry network within Gujarat industrial clusters preferred.

Competencies Required
Strong understanding of Skill India ecosystem, NSQF, NCVET, and competency-based skilling frameworks.
Knowledge of chemical and polymer manufacturing sectors.
Strong stakeholder engagement, communication, presentation, and networking skills.
Proficiency in MIS systems, reporting tools, and project monitoring.
Ability to manage multiple projects and extensive field coordination.
Willingness to travel extensively across Gujarat.

Key Performance Indicators (KPIs)

Growth in enrolments, certifications, and training completion rates. Increase in apprenticeship, placement, and industry partnerships.
Regional growth through CSR and government projects.
Compliance with NSQF, NCVET, and quality standards.
Expansion of RCPSDCs network across Gujarat industrial clusters.

Note

The appointment will be made by the Chairman, RCPSDC, based on merit, experience, industry engagement capability, and organizational requirements.
