YOUR IMPACT AREA The Assistant General Manager – Quantity Surveying & Cost Management is a senior leadership role responsible for end-to-end cost planning, detailed measurement, billing, and strict cost governance of large-scale high-rise and premium residential developments.

The role's primary focus is ensuring On Specification, On Time, and On Budget delivery through robust Quantity Surveying practices, precise bill certification, material reconciliation, value engineering, and accurate cost forecasting. The AGM drives financial discipline and minimizes commercial risk across the entire project lifecycle.

MINIMUM QUALIFICATION

B.E / B.Tech in Civil Engineering (mandatory).

15+ years in Quantity Surveying / Cost Management roles, and should have experience of high-rise (G+20 and above) and premium residential projects.

Strong experience in detailed measurement, bill certification, and cost control for major packages ( structure, façade, MEP, interiors ) in Tier-1 real estate or reputed contracting firms.

Advanced MS Excel, AutoCAD, ERP (SAP/Oracle/MS Dynamics) for billing and cost reporting.

NICMAR / RICS / PQS or equivalent commercial management credentials.

KEY COMPETENCIES

- Exceptional Expertise in detailed quantity surveying, measurement rules, and billing standards for high-rise construction, façade systems, and complex MEP packages.
- Strong Analytical Skills for cost optimization, rate analysis, and accurate cost forecasting (Cost-to-Complete).
- Proficiency in Contract Interpretation concerning measurement clauses, payment terms, and variation/claims handling.
- High attention to detail, solid process orientation, and meticulous documentation discipline.

Key Responsibilities

- Estimation, Tendering & Strategic Cost Planning
- Lead the preparation of detailed Quantity take-offs and cost estimates across civil, structural, façade, interior, landscape, external development, and MEP packages.
- Conduct thorough review and validation of architectural, structural, and MEP drawings against Bill of Quantities (BOQs); proactively identify quantity gaps, ambiguities, and inter-trade conflicts for resolution.
- Drive Value Engineering initiatives focused on material specification and construction methodology to optimize cost without compromising design and quality standards.




- Oversee the commercial evaluation of tenders, ensuring BOQ/specification compliance and competitive unit rate analysis prior to final package negotiation.
- Identify major cost risks based on estimation and procurement scope and present mitigation strategies to management.
- Measurement, Billing & Cost Governance (QS Core) -
- Lead and approve joint measurements with contractors and site teams, ensuring accuracy and adherence to contract clauses for all Civil, Interior, Façade, and MEP works.
- Approve contractor Running Account (RA) bills and final bills only after stringent quantity verification, material reconciliation, and mandatory recovery checks (mobilization advances, retentions, taxes, LDs) in ERP systems.
- Validate all quantity variations resulting from Good For Construction (GFC) drawing revisions and ensure prompt updating of the cost forecast.
- Maintain comprehensive oversight of project Budget vs. Actuals, Committed Values, and Anticipated Liabilities using accurate QS data. monthly/quarterly reports to be shared for the management.
- Review and analyze cost variance reports, evaluate commercial claims related to quantities, and provide early warnings for potential cost overruns to the Project Director.
- Monitor and manage project cash flows: Prepare regular cash flow statements (monthly/quarterly) by integrating commitment schedules, projected billing cycles, and payment milestones to ensure financial planning and liquidity management.
- Contract & Commercial Administration
- Oversee the accurate and timely management of quantity variation orders, reconciliation of non-tendered (NT) items, and alignment with the approved project budget.
- Ensure complete documentation and commercial closure of packages, including detailed material reconciliation reports.
- Handle claims, escalations, disputes, and change orders primarily concerning measurement, scope, and rates, through structured documentation and negotiation.
- Ensure all statutory compliance covering taxes, retentions, and Liquidated Damages (LDs) is correctly applied in the billing process.
- Coordination, Leadership & Reporting
- Lead the QS function during project reviews; provide data-driven insights on committed costs, billing status, material consumption, and cost-to-complete (CTC) forecasts.
- Prepare and present detailed MIS reports, budget reviews, and commercial summaries focused on QS and cost status to senior management.
- Mentor and guide the QS and billing teams to enhance technical measurement accuracy, process compliance, and capability.
