Purpose/Objective

To lead and manage procurement activities for Operations & Maintenance (O&M;) requirements across the plant by ensuring timely sourcing of spares, consumables, equipment, and services.
The role is responsible for strategic sourcing, techno-commercial negotiations, vendor management, contract administration, cost optimization, and ensuring uninterrupted plant operations through effective procurement support.

Key Responsibilities of Role

Procurement Management - Lead procurement of O&M; materials, spares, consumables, and maintenance services for plant operations.
- Ensure timely procurement of Mechanical, Electrical, Instrumentation, Civil, and Utility-related requirements.
- Manage the complete procurement cycle from requisition to purchase order release.
- Coordinate with user departments to understand critical requirements and procurement priorities.
Strategic Sourcing & Vendor Management - Identify and develop strategic suppliers for critical plant requirements.
- Drive supplier evaluation, qualification, onboarding, and performance monitoring.
- Develop alternate sourcing strategies to mitigate supply risks.
- Build solid supplier relationships to ensure uninterrupted supply and service support.
Techno-Commercial Evaluation - Lead techno-commercial evaluation of quotations, tenders, and bids.
- Prepare comparative statements and procurement recommendations.
- Conduct commercial negotiations for pricing, payment terms, delivery schedules, and contract conditions.
- Ensure procurement decisions meet business, technical, and commercial objectives.
Contract & Commercial Management - Manage Annual Rate Contracts (ARC), service agreements, and procurement contracts.
- Ensure compliance with contractual obligations and procurement policies.
- Resolve supplier disputes and commercial issues effectively.
- Monitor contract performance and renewal requirements.




Cost Optimization & Value Engineering - Drive procurement cost reduction and value engineering initiatives.
- Identify opportunities for consolidation, standardization, and procurement efficiencies.
- Support annual budgeting and savings targets through strategic procurement practices.
- Track and report procurement savings and cost avoidance initiatives.
Inventory & Material Planning - Work closely with Stores, Maintenance, and Operations teams for inventory optimization.
- Ensure availability of critical spares while controlling inventory carrying costs.
- Monitor slow-moving, non-moving, and obsolete inventory.
- Support inventory reduction and working capital improvement initiatives.
Compliance & Governance - Ensure adherence to procurement policies, SOPs, approval matrices, and statutory requirements.
- Maintain procurement documentation and audit readiness.
- Support internal and external audits related to procurement activities.
- Promote ethical sourcing and transparent procurement practices.
Stakeholder Management - Collaborate with Plant Operations, Maintenance, Projects, Finance, Stores, and Central Procurement teams.
- Support plant shutdowns, major maintenance activities, and CAPEX projects through timely procurement execution.
- Provide procurement insights to improve operational efficiency and reliability.

Qualifications and Experience

Educational Qualification - B.
E.
/B.
Tech in Mechanical, Electrical, Instrumentation, Production, or related Engineering discipline.
- MBA/PGDM in Supply Chain Management, Materials Management, Operations, or Finance preferred.
Experience - 10-15 years of experience in Procurement, Techno Commercial, Materials Management, or Supply Chain.
- Experience in Cement, Mining, Steel, Power, Manufacturing, or Process Industries preferred.
- Proven experience in procurement of plant maintenance spares, equipment, consumables, and services.
