Purpose/Objective
The SBU Head – Contracts & Materials (Commercial / Procurement Governance) will be responsible for leading the end-to-end commercial, contracts, procurement, sourcing, and materials management functions for the Business Unit.
The role will drive commercial governance, procurement excellence, cost optimization, contract administration, supply chain efficiency, and risk management across the project portfolio.
The incumbent will play a critical role in ensuring timely procurement, commercial control, contractual compliance, vendor governance, and optimized material availability, thereby enabling successful project delivery while maximizing business value and profitability.
Key Responsibilities of Role
Commercial Strategy & Governance - Develop and implement commercial and procurement strategies aligned with SBU business objectives.
- Establish procurement governance frameworks, policies, SOPs, and approval matrices.
- Drive transparency, compliance, and ethical sourcing practices across procurement activities.
- Ensure effective commercial controls throughout the project lifecycle.
- Develop procurement performance dashboards and governance reviews.
Contracts Management - Lead the complete contract lifecycle from tendering through contract closure.
- Review and approve tender documents, commercial terms, and contract strategies.
- Drive contract negotiations for major project packages, consultants, contractors, and suppliers.
- Manage contract administration, variations, claims, extensions of time, and dispute resolution.
- Ensure contractual obligations and risk allocation are properly managed.
- Support legal teams on contractual matters and commercial negotiations.
Procurement & Strategic Sourcing - Develop sourcing strategies for civil, structural, MEP, interior, infrastructure, and specialized construction packages.
- Lead vendor identification, pre-qualification, evaluation, and selection processes.
- Drive strategic sourcing initiatives to improve value realization.
- Establish category management practices for key spend categories.
- Monitor procurement performance against budgets and timelines.
- Leverage market intelligence to achieve cost competitiveness.
Tendering & Bid Management - Oversee end-to-end tendering processes for all major procurement packages.
- Ensure competitive bidding and transparent evaluation processes.
- Approve techno-commercial recommendations and contract award decisions.
- Drive standardization of procurement documentation and bid evaluation frameworks.
- Ensure adherence to procurement governance requirements.
Materials Management & Supply Chain - Lead procurement planning, inventory management, warehousing, and logistics functions.
- Ensure timely availability of critical materials across project sites.
- Establish inventory optimization and material control mechanisms.
- Drive reductions in material wastage and inventory carrying costs.
- Implement material tracking and reconciliation systems.
- Monitor supply chain performance and risk exposure.
Cost Management & Value Engineering - Drive commercial optimization and procurement savings initiatives.
- Collaborate with Design, Engineering, and Projects teams to identify value engineering opportunities.
- Review project cost plans and procurement budgets.
- Ensure alignment between procurement strategies and project cost objectives.
- Monitor and report commercial savings achieved.
Vendor & Contractor Management - Establish strong partnerships with key suppliers, contractors, and service providers.
- Develop vendor performance management frameworks and scorecards.
- Conduct periodic vendor audits and performance reviews.
- Drive supplier development and strategic vendor engagement programs.
- Resolve commercial disputes and supplier escalations.
Risk Management & Compliance - Identify and mitigate commercial, contractual, procurement, and supply chain risks.
- Ensure compliance with internal controls, audit requirements, and corporate governance standards.
- Monitor procurement and contracting processes for policy adherence.
- Support internal and external audits.
- Ensure compliance with statutory and regulatory procurement requirements.
Digital Procurement & Process Excellence - Drive adoption of ERP-based procurement and materials management systems.
- Implement digital procurement, e-tendering, and analytics-led sourcing practices.
- Promote automation and process simplification initiatives.
- Develop data-driven decision-making capabilities within procurement functions.
- Continuously benchmark industry best practices.
Leadership & Team Development - Lead Contracts, Procurement, Commercial, and Materials teams across the Business Unit.
- Develop organizational capabilities in commercial and procurement functions.
- Drive succession planning and talent development initiatives.
- Foster a culture of accountability, compliance, collaboration, and high performance.
- Build strong cross-functional partnerships with Projects, Design, Finance, Legal, and Operations teams.

Qualifications and Experience
Educational Qualification Mandatory - Bachelor's Degree in Civil Engineering / Mechanical Engineering / Electrical Engineering Preferred - MBA / PGDM in Supply Chain Management, Operations, Procurement, Finance, or Project Management - Professional Certifications in Procurement, Contracts, SCM, or Commercial Management (CIPS, CPSM, PMP, etc.
) Experience - 18–25 years of experience in Commercial, Contracts, Procurement, Materials Management, or Supply Chain functions.
- Minimum 8–10 years in senior leadership roles within Real Estate, Infrastructure, Construction, EPC, Manufacturing, or Industrial Projects.
- Proven experience managing high-value procurement portfolios and large contract packages.
- Solid exposure to mixed-use developments, residential, commercial, townships, industrial parks, or large infrastructure projects.
- Experience in procurement transformation, strategic sourcing, and commercial governance preferred.
