AFC India Limited is seeking an experienced Business Development Expert- Tender Development & Government Liaison to strengthen its business development and client engagement team. The candidate will be responsible for identifying consulting opportunities, managing the end-to-end tendering process, developing technical and financial proposals, BOQs and building strong relationships with Central and State Government Ministries, Multilateral Agencies, and Public Sector Organizations.

The ideal candidate should possess a strong understanding of government procurement systems, consulting assignments, and proposal preparation, along with excellent liaison and networking skills.

Key Responsibilities

- Coordinate with business teams to understand hiring requirements and meet recruitment timelines.
- Identify new consulting opportunities from Government Departments, PSUs, Multilateral Development Banks, and International Funding Agencies.
- Monitor tender portals including CPPP, GeM, World Bank, ADB, JICA, KfW, UN Agencies, state procurement portals, and other funding agencies.
- Analyze RFPs, EOIs, RFQs, and prepare bid/no-bid recommendations.
- Coordinate end-to-end proposal development including technical proposals, financial proposals, compliance documentation, and bid submissions.
- Coordinate with technical experts, consortium partners, and internal teams during proposal preparation.
- Develop strategic partnerships and consortiums for large consulting assignments.
- Liaise with Central and State Government Ministries, Departments, PSUs, Development Partners, and funding agencies to generate business opportunities.




- Maintain strong relationships with key stakeholders and identify upcoming projects.
- Participate in client meetings, pre-bid meetings, presentations, and negotiations.
- Maintain proposal databases, CV repositories, project references, and business intelligence.
- Support contract negotiations and project mobilization after award.

Required Qualifications

- Master's Degree in Management, Engineering, Economics, Public Policy, Planning, or related discipline.
- MBA (Marketing/Business Development) preferred.

Desired Candidate Profile

- 8–15 years of experience in business development for consulting organizations.
- Proven experience in preparing proposals for Government, World Bank, ADB, UN Agencies, JICA, KfW, GIZ, AfDB, and other development partners.
- Solid understanding of QCBS, FBS, LCS, CQS, and other consultant selection procedures.
- Experience in liaison with Government Ministries, Departments, PSUs, and funding agencies.
- Excellent proposal writing and documentation skills.
- Strong communication, presentation, and stakeholder management skills. Immediate joiners or candidates serving a short notice period will be preferred.
