Manager Tender (Civil)
Job Description: Manager Tender (Civil Projects)
Location: Chennai (Head Office)
Experience: 10 to 15 Years
Industry: Construction / Engineering
Qualification: B.E. / B.Tech in Civil Engineering or Diploma in Civil Engineering
Compensation: 8.4 LPA to 12.0 LPA (Based on experience and competence)
Job Purpose
The Manager Tender (Civil Projects) will lead the tendering, bidding, and pre-construction estimation processes from the Chennai Head Office. This role is responsible for securing profitable projects across residential, multi-storey buildings (MSBs), commercial, institutional, and industrial sectors by preparing accurate, competitive, and compliant techno-commercial bids.
Key Responsibilities
End-to-End Tender Management
- Track, identify, and evaluate upcoming private and government civil project tenders.
- Manage the complete bidding cycle from initial data compilation to final submission.
- Perform rigorous risk analysis of tender documents, terms, and conditions.
- Prepare pre-qualification documents and ensure strict compliance with eligibility criteria.
- Attend pre-bid meetings to seek technical and commercial clarifications from clients.
Estimation and Costing
- Lead quantitative take-offs from architectural and structural drawings.
- Develop accurate Rate Analysis models based on current market dynamics.
- Secure accurate quotes from suppliers, sub-contractors, and material vendors.
- Prepare detailed Bill of Quantities (BOQ) and internal cost estimates.
- Formulate competitive pricing strategies to maximize win rates and profit margins.
Techno-Commercial Documentation
- Compile comprehensive technical bid proposals, including methodology and work programs.
- Coordinate with engineering teams to develop required structural or architectural layouts.
- Draft, review, and finalize financial bid structures for final management review.
- Ensure all statutory paperwork, tax implications, and financial guarantees are in order.
- Organize timely submission of Earnest Money Deposits (EMD) and Bank Guarantees.
Vendor and Client Liaison
- Build and maintain a robust network of reliable material vendors and sub-contractors.
- Lead commercial negotiations with suppliers to finalize bulk pricing for bids.
- Post-tender presentation delivery and technical discussion handling with clients.
- Transfer won project data seamlessly to the execution and billing teams.
Required Technical Skills
- Deep expertise in civil engineering estimation principles and rate analysis methods.
- High proficiency in AutoCAD, MS Office (Advanced Excel), and estimation software.
- Thorough knowledge of local market rates for raw materials, machinery, and labour in Tamil Nadu.
- Strong understanding of contract legalities, Contract conditions, and commercial tax structures (GST).
- Experience handling both private and government (e.g., CPWD, State PWD, e-procurement portals) tenders.
