Job Summary

We are looking for an experienced Billing & Budget Monitoring Head to manage and monitor project billing, budgets, cost control, quantity surveying, and commercial activities for Client Industrial & Warehousing Projects.

The candidate will be responsible for monitoring project costs from the initial budget stage through execution and completion, ensuring effective cost control and timely billing while maintaining project financial discipline.

Key Responsibilities

- Manage and monitor project billing, budgets, cost control, and commercial activities for industrial and warehousing projects.
- Prepare and review project budgets, BOQs, estimates, rate analysis, and cost plans.
- Monitor project expenditure against approved budgets and identify cost variations.
- Review and verify contractor bills, vendor bills, measurements, work orders, and payment certifications.
- Monitor quantities and costs related to Civil, PEB, Structural, MEP, Infrastructure, and other project works.
- Coordinate with Project Execution, Planning, Procurement, QS, Finance, and Accounts teams.
- Track project costs and provide regular budget, billing, and cost reports to senior management.
- Identify cost overruns, budget deviations, and potential commercial risks and recommend corrective actions.
- Monitor timely submission, verification, and processing of contractor and vendor bills.
- Review contract terms, variations, extra items,



deviations, and change orders.
- Ensure proper documentation and approval of additional works and cost variations.
- Support cost optimization and value engineering initiatives for industrial and warehousing projects.
- Maintain accurate records of project budgets, costs, bills, measurements, contracts, and commercial documents.
- Ensure effective cost monitoring throughout the project lifecycle.
- Work closely with project teams to ensure projects are delivered within the approved budget, cost, quality, and timeline.
- Desired Skills

- Strong experience in Project Billing, Quantity Surveying, Cost Control, and Budget Monitoring.
- Good knowledge of BOQ, estimation, rate analysis, quantity measurement, and contractor billing.
- Strong understanding of construction contracts, commercial management, and cost control.
- Experience in Industrial & Warehousing / Logistics / PEB Projects is preferred.
- Good understanding of Civil, PEB, Structural, MEP, and Infrastructure project costs.
- Strong analytical, negotiation, and problem-solving skills.
- Positive coordination and communication skills.
- Proficiency in MS Excel and relevant billing, estimation, and cost management software.
- Preferred Experience

Candidates with relevant experience in Industrial & Warehousing Projects, Industrial Parks, Logistics Parks, PEB Projects, Manufacturing Facilities, Large-Scale Commercial Developments, and Infrastructure Projects will be preferred.

Candidates with strong experience in end-to-end project billing, budget monitoring, cost control, contractor management, and commercial coordination will be highly preferred.
