Role & responsibilities

Job Purpose

The Assistant Manager Plant HR & Admin will be responsible for managing end-to-end human resource functions and administrative operations at the Khambhat manufacturing facility. This role ensures smooth plant operations by maintaining industrial peace, ensuring absolute statutory compliance (specifically chemical/factory acts), managing contractual labor, and supervising day-to-day plant administration.

Key Responsibilities

1. Industrial Relations & Labor Management

- Maintain healthy industrial relations (IR) across the plant floor and resolve day-to-day grievances of on-roll and contractual workers.
- Manage contract labour management systems (CLMS), ensuring verification, timely attendance tracking, and compliance with the Contract Labor Regulation Act.
- Handle disciplinary actions, including drafting show-cause notices, domestic inquiries, and charge sheets when necessary.

2. HR Compliance & Liaisoning

- Ensure 100% compliance with all applicable labour laws (Factories Act, Payment of Wages Act, ESI & PF Acts, Gratuity Act, and Gujarat state-specific rules).
- Liaise with local government bodies and external authorities (Factory Inspectorate, Pollution Control Board, Labor Department, and local village Panchayats).
- Prepare and submit mandatory monthly, quarterly, and annual statutory returns.

3. Plant Administration & Facilities

- Oversee day-to-day plant administration including security management, canteen operations, staff transportation, and housekeeping.
- Manage admin budgets, vendor contracts, and negotiate agreements for plant supplies and facility maintenance.
- Ensure smooth arrangement for company visitors, auditors, and inspectors.

4. Talent Acquisition & Lifecycle Management

- Manage end-to-end recruitment for plant-level positions (Operators,



Technicians, Engineers, and Staff).
- Facilitate smooth onboarding, induction, and safety orientation programs for new hires.
- Oversee time office operations, leave management, and coordinate data inputs for timely payroll processing.

5. Safety & Environment Support (EHS Coordination)

- Collaborate with the EHS (Environment, Health & Safety) team to drive safety cultures, organize periodic medical checkups for workers, and arrange safety training programs.
- Maintain records related to accidents, near-misses (from an HR/compliance standpoint), and workmen compensation claims.

6. Plant Infrastructure & Facility Management

- Oversee the daily upkeep, housekeeping, and maintenance of all non-plant buildings (admin block, security gates, locker rooms, and guest houses).
- Manage plant canteen operations, ensuring high standards of hygiene, food quality, cost control, and timely service for both staff and workers.
- Supervise employee transportation networks, including managing contracts with bus/cab vendors, tracking routes, and ensuring safe commuting practices.
- Coordinate civil maintenance and repair works within the administrative zones.

7. Security Management & Surveillance

- Lead the plants security operations by overseeing the deployed security agency force.
- Monitor gate control systems, visitor management processes, and material inward/outward tracking logs to prevent loss or unauthorized entry.




- Maintain and supervise the plant's CCTV surveillance network and perimeter security systems.

8. Vendor Management & Procurement

- Manage end-to-end administration procurement (office supplies, printing, uniform distribution, cleaning chemicals, and pantry stocks).
- Identify, vet, and onboard reliable local vendors for administrative services.
- Process vendor invoices timely, ensure service level agreements (SLAs) are met, and manage the annual admin budget efficiently.

9. External Liaisoning & Public Relations (PR)

- Act as a key liaison representative with local government authorities including the Gram Panchayat, local police, electricity board (MGVCL), and water supply departments.
- Manage community relations surrounding the Khambhat plant zone, addressing local concerns proactively to prevent operational disruptions.
- Coordinate administrative arrangements during government inspections, internal audits, and high-profile client visits.

10. Emergency Response & EHS Administration Support

- Partner with the Environment, Health & Safety (EHS) team to maintain firefighting equipment, explicit emergency assembly points, and coordinate mock drills.
- Supervise the administrative logistics for occupational health centers (OHC) and plant ambulance readiness.

Preferred candidate profile

Education

MBA in HR / MSW (Master of Social Work) / Post Graduate Diploma in Labor Laws or Personnel Management.

Experience

8 to 12 years of core HR & Admin experience in a manufacturing unit (Chemical, Pharma, or heavy engineering plant experience is highly preferred).

Language

Fluency in Gujarati (highly critical for local worker management and government liaisoning), Hindi, and English.
