Role & responsibilities

- Lead and manage the overall implementation of the JICA-Assisted Guwahati Sewerage Project, ensuring achievement of project objectives, milestones, quality standards, timelines, and budget targets.
- Act as the designated Engineer under the contract and administer the contract in accordance with its provisions, specifications, and applicable guidelines.
- Coordinate with JICA, government agencies, contractors, consultants, utility agencies, and other stakeholders to facilitate smooth project execution and timely resolution of issues.
- Oversee contract administration, including review of work programs, progress monitoring, certification of bills, management of variations, claims, and contractual compliance.
- Supervise construction, installation, testing, and commissioning activities to ensure compliance with approved designs, technical specifications, quality standards, and statutory requirements.
- Monitor project finances, budget utilization, fund disbursement, and cost control measures, and review financial and progress reports for submission to management and funding agencies.
- Ensure compliance with JICA guidelines, environmental and social safeguard requirements, Environmental Management Plans (EMP), Resettlement Action Plans (RAP), and applicable government regulations.
- Lead project planning, risk assessment, and implementation strategies, and develop corrective actions to address project delays,



technical challenges, and other risks.
- Ensure implementation of quality assurance, health, safety, and environmental management systems across all project activities and construction sites.
- Prepare and present periodic progress reports, project status updates, presentations, and other documentation required by management, JICA, and regulatory authorities.
- Lead, guide, and supervise project personnel and consultants, and oversee project close-out activities including testing, commissioning, handover, and final documentation.
- General coordination and supervision of the Consultant's services; assumes direct responsibility for day-to-day consulting activities and represents the Consultant's team in all matters relating to the performance of the services.
- To manage all the staff in each field and organize each group in he effectively performances on each stage.

Preferred candidate profile

25+ Years overall experience.

15+ years of experience in Sewerage Project as Team Leader/Sub Team Leader.

15+ years of experience in "wet" utilities (esp. water supply and sewerage, including treatment plant design, design review) in the South Asia Region.

Should have international experience also.

Team Leader on at least two sewerage projects funded by JICA and/ or other international funding agencies in the South Asia Region of capacity 65 MLD.
