A) Role & responsibilities

- Social Risk Mitigation: Oversee all social risk mitigation activities under HCAPSD, ensuring compliance with the World Banks ESSA and Environmental and Social Framework and relevant national/state policies
- Policy Compliance: Implement actions from the Social Program Action Plan (PAP), Labour Management Procedures (LMP), Project Operations Manual (POM), and Social, Gender and Citizen Engagement commitments; ensure adoption of the Workers Code of Conduct and orientation on the POSH Act, 2013
- Mainstream Gender and Inclusion: Drive gender-responsive actions across all stages of the project, lead periodic womens safety audits of transport infrastructure, and oversee preparation of the Citizen and Stakeholder Engagement Plan
- Stakeholder Engagement and Tools Development: Lead preparation of the Citizen/Stakeholder Engagement Plan and develop social and gender-sensitive screening and audit tools, ensuring these are applied before initiating programme activities
- Capacity Building and Advisory Support: Design and deliver training modules on social risk and gender inclusion for the project team and implementing-agency staff, and provide continuous technical guidance
- Monitoring, Reporting and Coordination: Track progress of social and gender actions, submit periodic reports to the World Bank and the HCAPSD Project Lead, and ensure alignment of study ToRs with social and gender requirements
- Grievance Redressal and SEA/SH Processes:



Report on the efficiency of the grievance redressal system and oversee all SEA/SH-related processes, including compliance with the Code of Conduct, awareness trainings, and the POSH Act

B) Preferred candidate profile

- High-performing individual with a strong academic background and a consistent track record of excellence in relevant work experience.
- Robust understanding of social and gender frameworks and regulations of the World Bank and national/state governments.
- Excellent communication skills, with the ability to simplify complex ideas and engage effectively with both internal teams and senior government stakeholders verbally and in writing.
- Excellent analytical, documentation, negotiation and stakeholder-engagement skills

C) Qualification Criteria: Masters degree in Sociology, Social Work, Anthropology or Gender Studies from a recognized University or Professional Institution recognized by Government.

D) Experience Criteria: Minimum 5 years experience in social development and inclusion work; solid knowledge of social safeguard policies (POSH Act, land acquisition acts, resettlement frameworks); expertise in gender-equality initiatives and stakeholder engagement. Alternatively, a candidate who qualified for the interview stage of the UPSC Civil Services Examination in the preceding 8 calendar years with Sociology or Anthropology as an optional subject, with a minimum of 2 years working experience.
