Principal Responsibilities:
Project Workforce Sourcing Process Management & Optimization: Collaborate closely with internal stakeholders to understand application development project structure and sourcing requirements. Communicate effectively with vendors about the project requests and oversee the end-to-end sourcing process for project workforce, from requisition creation to onboarding, ensuring efficiency, compliance, and a positive candidate experience. Identify opportunities to streamline and enhance project workforce sourcing processes through effective vendor utilization, technology, and process improvements. Establish and monitor Key Performance Indicators (KPIs) for project workforce vendors, regularly reviewing performance against agreed-upon Service Level Agreements (SLAs). Analyze recruitment data for project workforce and vendor performance to recommend improvements and inform strategic decisions.

Project Workforce Vendor Channel Management: Negotiate contracts, terms, and pricing with vendors to secure competitive agreements that align with budget and quality expectations. Build and maintain strong, collaborative relationships with a diverse portfolio of project workforce vendors.



Monitor market trends and vendor landscape to identify innovative solutions and best practices in project workforce management.

Compliance and Risk Control: Ensure all project workforce engagements and activities adhere to internal DBS policies, relevant labor laws, and regulatory requirements, including data privacy and third-party risk management standards. Work with risk, legal and compliance team to review vendor contracts and ensure appropriate risk mitigation measures are in place for project workforce. Maintain accurate records of contracts, performance, and compliance documentation for project workforce vendors.

Education and Relevant Experience:
Bachelor's degree or above in IT, Human Resource, Business Administration or a related field. More than 5 years of progressive experience in IT related project workforce sourcing and vendor management. Experience in Foreign Bank IT project delivery or talent acquisition is a plus. Proven track record of managing complex vendor relationships. Robust understanding of project workforce sourcing processes and sourcing strategies. Excellent communication skills in both English and Mandarin. Ability to analyze data, identify trends, and make data-driven decisions. Strong organizational skills and attention to detail. Ability to work independently and collaboratively in a fast-paced environment. Familiarity with popular vendor management systems is a plus.
