2106: Task Description: The Goal: Architect high-performance PostgreSQL/MySQL environments on GCP Cloud SQL that are ready for future horizontal scaling (Spanner).

Core Responsibilities
Scalable Schema Design - Implement "Spanner-ready" patterns (UUIDs, non-sequential indexing) to eliminate write hotspots and ensure seamless future migrations.
Throughput Optimization - Tune for high-write volume and use GCP Memorystore to handle "live" scan offloading.
Performance Engineering - Proactively monitor query performance and maintain 100% data integrity.
