Job Title: HR Compliance

Years of experience: 7+ years to 10 years

Reporting to: Group Head HR

Industry experience: Manufacturing / Retail / Project Based / Multi-Site Operations (Pan India) / Construction

Location: Vile Parle HO

Travel Required: Yes. If required

Working Days: 6 days

Work timing: 10.15am to 6.45 pm

Job Purpose

The HR Compliance Officer will be responsible for ensuring compliance with applicable labour laws, contract labour regulations and statutory requirements across factories and project sites in different states. The role includes maintaining statutory documentation, coordinating registrations and renewals, preparing compliance data, supporting site execution and regularly updating compliance records.

Key Responsibilities

1. Labour Law Compliance

- Ensure compliance with applicable central and state labour laws.
- Monitor statutory requirements relating to PF, ESIC, Professional Tax, Labour Welfare Fund, Bonus, Gratuity, Minimum Wages, Payment of Wages and statutory leave & other related to employee/worker payouts.
- Track changes in labour laws, notifications and state-specific compliance requirements.
- Support the factory HR team during labour inspections, audits and statutory assessments.
- Ensure timely submission of statutory returns, registers and supporting documents.

2. Contract Labour Compliance

- Ensure compliance under the Contract Labour (Regulation and Abolition) Act and applicable state rules.
- Verify licenses, registrations and statutory documents of contractors and subcontractors.
- Monitor contractor compliance relating to wages, attendance, PF, ESIC, bonus and other statutory obligations.
- Coordinate with contractors for timely submission of challans, returns, wage sheets and employee records.
- Identify compliance gaps and follow up for corrective action.

3. Documentation and Record Management

- Maintain statutory registers, licences, certificates, returns and compliance records.
- Prepare and maintain employee and contract labour documentation.
- Organise compliance documents state-wise, site-wise and contractor-wise.
- Ensure proper filing and availability of documents for audits and inspections.
- Maintain renewal trackers for licences, registrations and statutory approvals.

Data Preparation and Reporting

- Coordinate, collect and compile manpower and compliance data from factories, sites and contractors.
- Prepare monthly compliance reports, dashboards and management summaries.
- Reconcile attendance, wages, contractor bills and statutory contribution data.
- Prepare data required for internal audits, external audits, government inspections & client submission.
- Highlight pending compliances, deviations and potential statutory risks to the Head HR.

5. Registrations and Renewals

- Coordinate current registrations, amendments and renewals under applicable labour laws.
- Assist in obtaining Principal Employer Registration, Contract Labour Licenses, Shops and Establishment Registration, Professional Tax, Labour Welfare Fund and other statutory registrations.
- Liaise with consultants, contractors and government authorities for registration-related matters.
- Maintain a central tracker of all registrations, licences, validity dates and renewal status.

6. State-Wise Site Compliance Execution

- Ensure statutory compliance at project sites operating across different states.
- Understand and implement state-specific labour law requirements.
- Coordinate documentation required before commencement of work at new sites.
- Verify manpower deployment, contractor documents and statutory registrations before site mobilisation.
- Conduct periodic compliance checks at sites and report deviations.
- Support closure documentation after completion of projects.

7. Factory Coordination

- Coordinate with Factory HR, Accounts & Purchase teams for compliance-related requirements.
- Obtain attendance, wage, manpower and contractor data from factory locations.
- Help factory teams for timely closure of compliance observations for audit closure purpose.




- Assist factory HR Team during factory inspections and labour & other compliance department visits.
- Ensure consistency in compliance practices across all factories & locations Pan India level.

8. Data Updating and Compliance Tracking

- Regularly update employee, contractor, site and statutory compliance databases.
- Maintain accurate records in Excel trackers or compliance management systems.
- Track pending documents, license renewals, contractor submissions and audit observations.
- Ensure that management reports reflect the latest compliance status.
- Maintain confidentiality and accuracy of employee and statutory data.

Qualification

- Bachelor's degree in Human Resources, Labour Law, Commerce, Business Administration or a related field.
- Diploma or postgraduate qualification in Labour Laws / Industrial Relations will be preferred.

Experience

- 10 years+ of experience in HR compliance, labour law compliance or contract labour management.
- Experience in a manufacturing, construction, projects or multi-location organization is preferred.
- Exposure to factory and state-wise site compliance is preferred.

Required Skills and Competencies

- Good knowledge of central and state labour laws.
- Understanding of contract labour compliance and contractor management.
- Strong documentation and record-maintenance skills.
- Mastery in Microsoft Excel and HR/compliance tracking systems.
- Hands on preparation of reports and analysis of compliance data.
- Strong coordination and follow-up skills.
- Ability to work with factories, project sites, contractors and consultants.
- Good written and verbal communication skills.
- High level of accuracy, confidentiality and attention to detail.

Key Performance Indicators

- Timely completion of statutory registrations and renewals.
- Timely submission of statutory returns and compliance documents.
- Percentage of contractors meeting statutory compliance requirements.
- Closure of audit and inspection observations within agreed timelines.
- Accuracy and completeness of compliance data.
- Reduction in statutory deviations, penalties and compliance risks.
- Timely mobilization and compliance clearance of project sites.
