A Billing and Planning Civil Engineer
Roles & Responsibilities of a Billing and Planning Civil Engineer
1. Project Planning & Scheduling
- Prepare detailed project schedules using Primavera P6/MS Project.
- Develop baseline schedules, work breakdown structures (WBS), and resource plans.
- Monitor project progress against the approved schedule.
- Identify delays and prepare recovery/catch-up plans.
- Generate daily, weekly, and monthly progress reports.
2. Quantity Surveying & Estimation
- Verify BOQ quantities from drawings.
- Prepare quantity take-offs for civil works.
- Monitor quantity variations and prepare variation statements.
- Assist in preparing estimates for additional or extra items.
3. Client Billing
- Prepare RA (Running Account) Bills as per contract conditions.
- Verify executed quantities with site engineers.
- Coordinate with consultants/clients for bill certification.
- Track submitted bills and payment status.
- Resolve billing-related observations raised by the client.
4. Subcontractor Billing
- Verify subcontractor measurements.
- Prepare and certify subcontractor RA bills.
- Ensure billing is in line with work completed and contractual terms.
- Maintain billing records and payment tracking.
5. Cost Monitoring & Budget Control
- Monitor project costs against the approved budget.
- Prepare cost reports and variance analysis.
- Track material consumption and labour productivity.
- Highlight potential cost overruns and recommend corrective actions.
6. Progress Monitoring
- Collect daily progress data from site teams.
- Prepare DPR (Daily Progress Report), WPR (Weekly Progress Report), and MPR (Monthly Progress Report).
- Update project schedules regularly.
- Monitor planned vs. actual progress.
7. Documentation & MIS
- Maintain measurement sheets and billing registers.
- Prepare project MIS reports.
- Maintain records of work orders, drawings, revisions, and approvals.
- Prepare cash flow projections and billing forecasts.
8. Contract Administration
- Understand contract conditions and billing clauses.
- Prepare variation claims and extension of time (EOT) documentation.
- Maintain records of deviations and change orders.
- Support the commercial team during claim preparation.
9. Coordination
- Coordinate with site engineers, QA/QC, procurement, and planning teams.
- Attend project review meetings.
- Coordinate with clients, consultants, and subcontractors regarding billing and progress.
10. Audit
- Ensure all measurements comply with approved drawings.
- Maintain documentation as per company and client requirements.
- Follow quality and safety requirements while planning work execution.
Preferred candidate profile ;- Civil Engineer experience in Industrial construction Project
