Role Purpose

The Head Pre-Engineering is responsible for leading the complete pre-construction engineering function, ensuring seamless coordination between design, planning, procurement, commercial, and execution teams. The role is accountable for design finalization, project planning, cost optimization, engineering approvals, contract finalization, project monitoring, ERP management, billing certifications, and timely project readiness for execution.

The incumbent shall ensure that projects are technically sound, commercially viable, delivered within approved timelines and budgets, while maintaining quality, statutory compliance, and organizational standards.

Key Responsibilities

1. Design Management & Coordination

- Lead end-to-end design coordination among Architects, Structural Consultants, MEP Consultants, Landscape Consultants, Interior Designers, and other stakeholders.
- Ensure timely design development, reviews, approvals, and finalization before execution.
- Resolve interdisciplinary design conflicts and engineering issues.
- Conduct design review meetings and maintain design approval schedules.
- Ensure design optimization for cost, constructability, quality, and project timelines.
- Drive value engineering initiatives to improve project efficiency.

2. Project Planning & Scheduling

- Develop detailed master project schedules using Primavera/MS Project.
- Establish engineering milestones and monitor adherence.
- Prepare look-ahead plans and recovery plans wherever required.
- Coordinate with execution teams to ensure project readiness.
- Monitor project progress against approved baselines.

3. Project Monitoring & Control

- Track engineering progress across multiple projects.
- Monitor project KPIs including schedule, cost, productivity, and engineering deliverables.
- Identify delays and recommend corrective actions.
- Prepare dashboards and MIS reports for senior management.
- Ensure timely decision-making through proactive monitoring.

4. Cost Estimation & Budget Management

- Prepare preliminary cost estimates and project budgets.
- Validate BOQs, quantities, and engineering estimates.
- Monitor project costs against approved budgets.
- Identify cost-saving opportunities through engineering optimization.
- Support budgeting and financial planning for recent and ongoing projects.

5. Risk Assessment & Mitigation

- Identify engineering, commercial, execution, and scheduling risks during project planning.
- Develop mitigation strategies for identified risks.




- Monitor risk registers and update management periodically.
- Drive preventive actions to minimize project overruns.

6. Contract Management

- Finalize technical specifications and scope of work for contractors and vendors.
- Participate in techno-commercial evaluations.
- Review contractor proposals and recommend suitable vendors.
- Ensure contracts align with project scope, timelines, quality standards, and commercial objectives.
- Support contract negotiations and variations.

7. Material Planning & Finalization

- Finalize major construction materials in coordination with procurement and execution teams.
- Approve technical specifications and vendor compliance.
- Ensure timely availability of approved materials.
- Evaluate alternate materials for quality and cost optimization.
- Standardize specifications across projects wherever applicable.

8. ERP Management & Digital Systems

- Ensure accurate project data is maintained in ERP systems.
- Drive ERP compliance across engineering and project teams.
- Monitor project documentation, approvals, purchase requests, billing, and workflows through ERP.
- Improve digital reporting and project tracking systems.

9. Billing Certification & Approvals

- Review contractor RA Bills and certification process.
- Validate work quantities and engineering approvals before payment recommendations.
- Coordinate with Finance and Commercial teams for timely processing.
- Ensure compliance with contract terms and approved BOQs.

10. Reporting & Stakeholder Management

- Present weekly and monthly project progress reports to senior management.
- Prepare project dashboards highlighting:
- Engineering Status
- Design Progress
- Cost Status
- Schedule Variance
- Procurement Status
- Risks & Mitigation
- Key Decisions Required

- Coordinate with internal departments and external consultants to ensure timely project delivery.

11. Leadership & Team Management

- Lead and mentor the Pre-Engineering team.
- Develop standard operating procedures (SOPs) and engineering best practices.
- Build a culture of accountability, collaboration, innovation, and continuous improvement.

Educational Qualification

- Bachelor's Degree in Civil Engineering (Mandatory)
- Master's Degree in Construction Management / Project Management (Preferred)

Experience

- 15–20+ years of experience in Real Estate and Building Construction.
- Minimum 5 years in a leadership role managing multiple projects.
- Experience in residential, commercial, mixed-use, and township developments preferred.

The Head – Pre-Engineering shall have authority to:

- Recommend design approvals.
- Approve engineering deliverables within delegated authority.
- Recommend consultant and contractor selection.
- Certify engineering readiness for project execution.
- Approve engineering changes within approved limits.
- Certify contractor bills for payment processing.
- Recommend project schedules and recovery plans.
- Escalate critical project risks to management.
