Qualification Required: MBBS from a recognized institution. Postgraduate qualification in Public Health, Community Medicine, Epidemiology, Infectious Diseases, Health Management, or related discipline will be preferred.
Experience Required:
- Minimum 4 6 years of experience in public health programmes, infectious diseases, disease surveillance, community health, health systems strengthening, or development sector initiatives.
- Postgraduate qualification in Public Health, Community Medicine, Epidemiology, Infectious Diseases, Health Management, or related field.
- Experience with IDSP, IHIP, NHM, NCDC, One Health programmes, or community-based surveillance initiatives.
- Experience working with government health systems and stakeholders at state and district levels.
Skills and Attributes:
- Demonstrated experience in managing multi-state or large-scale public health programmes.
- Solid understanding of disease surveillance, outbreak preparedness and response, community engagement, One Health approaches, and health systems strengthening.
- Proven experience in stakeholder management, partnership development, and team leadership.
- Excellent communication, facilitation, presentation, and report-writing skills.
The Role
The Senior Manager National Program Officer Community Engagement will provide strategic leadership and technical oversight for community engagement, stakeholder coordination, and capacity-building activities under the Sentinel Community Surveillance (SCS) Project. The position will lead efforts to strengthen community-based surveillance systems for early detection, reporting, verification, and response to public health threats. The incumbent will serve as the national technical lead for community engagement and social mobilization, ensuring effective collaboration among communities, frontline workers,
government surveillance systems, and district health authorities. The role will support implementation of a One Health-informed surveillance approach and promote institutionalization and sustainability of surveillance interventions within government systems.
Key Responsibilities:
- Program Leadership and Management
- Lead planning, implementation, monitoring, and quality assurance of community engagement interventions across project states.
- Provide technical guidance to District Sentinel Managers and field teams.
- Monitor project progress against approved work plans, milestones, budgets, and deliverables.
- Support donor reporting, risk management, and strategic decision-making.
- Ensure compliance with donor requirements, organizational policies, and government guidelines.
- Community Engagement and Social Mobilization
- Develop and implement community engagement strategies for strengthening community-based surveillance.
- Support engagement of community platforms including SHGs, MAS, JAS, PRI representatives, VHSNCs, community volunteers, and frontline workers.
- Promote awareness on priority syndromes, unusual health events, zoonotic diseases, outbreak reporting, and public health preparedness.
- Strengthen community sentinel networks and community feedback mechanisms.
- Government Liaison and Stakeholder Coordination
- Serve as the primary focal point for engagement with IDSP, NHM, District Surveillance Units, district administrations, and other government stakeholders.
- Facilitate technical consultations, review meetings, workshops, and planning exercises.
- Strengthen multi-sectoral coordination and support implementation of a One Health approach.
- Support institutionalization of community surveillance mechanisms within government systems.
- Represent PCI India in technical working groups, review meetings, donor consultations, and relevant national and state-level forums.
- Capacity Building and Technical Support
- Lead development and implementation of training and capacity-building strategies.
- Support development of training modules, job aids, IEC materials, and operational guidelines.
- Oversee Training of Trainers (ToT) and mentoring activities.
- Provide technical support and supportive supervision to district teams and community sentinels.
- Promote continuous learning and knowledge-sharing across project locations.
- Surveillance Systems Strengthening and Monitoring
- Support implementation and strengthening of community-based surveillance systems linked to government surveillance platforms.
- Facilitate integration of community-generated signals into surveillance and response mechanisms.
- Monitor surveillance performance and support corrective actions where required.
- Collaborate with MIS and Analytics teams to review performance dashboards and reports.
- Support outbreak preparedness, simulation exercises, and emergency response activities.
- Documentation, Learning and Sustainability
- Document best practices, case studies, success stories, and lessons learned.
- Contribute to donor reports, technical reports, policy briefs, and knowledge products.
- Support operational research, evaluations, and evidence-generation activities.
- Lead efforts to institutionalize successful surveillance models within government systems
