Job Description designed for a professional Capacity Building and Knowledge Management, to work with NISG under the CBKM-Team

Number of years of experience expeced : At least 12 years of experinece in relevant field after completion of basic qualification

Position Title: Deputy General Manager (Level 3) analogous to Level 7 in Government of India under 7th Central Pay Commission recommendations

Area of expertice Capacity Building & Knowledge Management

Expected Experience : Minimum 12 years

Key responsibilities :

1. Business Development

2. Assisstance Program execution (Typical programs to be between 2 days and may extend upto 15 days)

3. Program audience : Employees from State Governments, Central Government, Public Sector Undertakings, Government research institutions.

Position Summary

The DGM Capacity Building & Knowledge Management shall provide strategic leadership for the capacity development, organizational learning of the Organisation (NISG) as well as the CB&KM; needs of NISGs clients

The role entails

i. Hunt for cleints from with the Central and State Goevernments, Public Sector Undertakings, Autonomous bodies of the Government,

ii. Enable effective engagement with potential and existing clients to expand business for NISG, not limitng to CBKM, but also to consulting, Human Resource augmentation for NISGs client ministries and event management,

iii. Designing and institutionalizing systems that strengthen organizational capability,

iv. Promote innovation in e-Governance & program implementation

v. Facilitate evidence-based decision-making across programs and partners.

The incumbent will lead the development of enterprise-wide learning strategies, establish robust knowledge management frameworks, drive institutional strengthening initiatives, and cultivate partnerships with governments, development agencies, academic institutions, and technical experts. This position plays an important role in ensuring organizational excellence as well as excellence to the participants from other government agencies, through continuous learning, effective knowledge sharing, and sustainable capacity development.

Key Responsibilities

1. Strategic Leadership

- Identify potential clients for expanding business of NISG not limiting to CBKM but also to Consulting, Human Resources Augmentation and conduct of events
- Develop and implement the Capacity Building and Knowledge Management strategy for existing clients
- Identify current clients from within the Government eco system where NISG shall play a major role in the CB KM initiatives of that client. The engagement shall eventually lead to more engagements like manpower augmentation and consultancy of the NISG
- Provide thought leadership on organizational learning, institutional strengthening, and capacity development aligned to NISG as well as the needs of NISG’s existing and future clients

2. Capacity Building and Knowledge Management

- NISG offers customized training modules based on the needs of Government business and business in line with the specific needs of the organisation. The DGM is expected to design comprehensive capacity development frameworks for their staff. The same exercise shall be configured for the needs of NISG’s own staff as well




- Develop competency frameworks, learning pathways, certification programs, and leadership development initiatives.
- Establish Training of Trainers (ToT) programs and develop pools of master trainers for the Government for their own future needs
- Oversee the design and delivery of blended learning programs, including classroom, virtual, and self-paced learning.
- Ensure capacity-building interventions are scalable, measurable, and aligned with organizational objectives.

3. Knowledge Management and Organizational Learning

- Develop and institutionalize organization-wide Knowledge Management policies, systems, and governance structures.
- Establish enterprise knowledge repositories, digital learning platforms, and collaboration portals.
- Lead the documentation of best practices, case studies, innovations, technical guidance, and lessons learned.
- Facilitate knowledge capture from projects and ensure systematic dissemination across programs and regions.
- Strengthen communities of practice and thematic learning networks.
- Promote knowledge exchange through learning forums, conferences, webinars, and peer-learning events.

4. Business Development

- Develop and execute business development strategies to expand CBKM's portfolio.
- Identify new business opportunities across Central Government, State Governments, PSUs, Multilateral Agencies, and International Organizations.
- Build and nurture strategic relationships with senior government officials, partner institutions, and key stakeholders.
- Lead client engagement meetings, presentations, and negotiations.
- Identify emerging capacity-building requirements and convert them into business opportunities.
- Prepare concept notes, Expressions of Interest (EOIs), technical and financial proposals, and bid submissions.
- Achieve annual business development and revenue generation targets.
- Develop strategic partnerships with academic institutions, industry bodies, think tanks, and international organizations.
- Represent NISG at conferences, seminars, workshops, and networking events.

4. Program Quality and Technical Support

- Provide strategic technical guidance to program teams on integrating capacity development into project design and implementation.
- Ensure knowledge generated through monitoring, evaluation, research, and learning is translated into program improvements.
- Lead learning reviews, after-action reviews, adaptive management processes, and organizational reflection exercises.
- Support the development of technical guidance documents and operational standards.
- Ensure organizational learning informs strategic planning and policy development.

5. Stakeholder Engagement and Partnerships

- Build strategic partnerships with government ministries, development partners, multilateral organizations, universities, research institutions, and technical networks.




- Represent the organization in national and international technical forums and sector platforms.
- Lead engagement with donors on capacity development and knowledge management initiatives.
- Foster collaborations for joint research, innovation, and learning initiatives.

6. Innovation and Digital Learning

- Lead digital transformation initiatives for learning and knowledge management.
- Introduce innovative learning methodologies, e-learning solutions, AI-enabled knowledge systems, and collaborative technologies.
- Promote the use of analytics to measure learning outcomes and organizational knowledge utilization.
- Explore emerging technologies that improve learning effectiveness and organizational performance.

7. Monitoring, Evaluation, and Learning (MEL)

- Establish frameworks and indicators to measure organizational learning and capacity development outcomes.
- Monitor the effectiveness and impact of learning interventions using qualitative and quantitative methods.
- Lead organizational learning reviews and periodic performance assessments.
- Ensure compliance with donor requirements related to learning, knowledge management, and capacity development.
- Produce evidence-based reports and recommendations for continuous improvement.

8. People Leadership

- Lead and mentor multidisciplinary teams responsible for learning, training, and knowledge management.
- Build high-performing teams through coaching, succession planning, and professional development.
- Foster collaboration across departments and regions.
- Promote diversity, inclusion, and a learning-oriented work culture.

Educational Qualifications

- Master's degree in any discipline. Preferred expertise in Organizational Development, Human Resource Development, Management, Public Administration, Development Studies, Education, Social Sciences, Business Administration, or a related discipline.
- Desirable Ph.D. or executive education in Leadership, Organizational Learning, or Knowledge Management .
- Professional certifications in Project Management, Change Management, Learning & Development, Knowledge Management, or Organizational Development are an advantage.

Experience

- Minimum 12 years of progressive professional experience in Capacity Building, Organizational Development, Learning & Development, Knowledge Management, or Institutional Strengthening.
- At least 8 years in leadership or senior management roles.
- Demonstrated experience managing large programs.
- Proven experience working with governments and institutions
- Strong track record in designing enterprise-wide learning strategies and institutional knowledge management systems.
- Experience leading organizational change and transformation initiatives.
