About Role:

We are seeking a proactive, detail-oriented Bid Manager to lead the end-to-end bid and proposal lifecycle for US and Canada Public Sector opportunities.

In this role, you will identify opportunities across government procurement portals, coordinate bid qualification, develop high-quality proposal responses, manage submissions, and track opportunities through award decisions. This position requires strong proposal management, stakeholder coordination, and excellent written communication skills.

Responsibilities:

Prospect Identification & Qualification

- Monitor government procurement portals including SAM.gov, BidNet Direct, MERX, Biddingo, DemandStar, state and provincial procurement websites, and other sourcing platforms.
- Identify and evaluate RFPs, RFQs, RFIs, and Tender opportunities.
- Assess strategic fit, compliance requirements, competitiveness, and win probability.
- Facilitate Go/No-Go discussions with Sales, Presales, Delivery, and Leadership teams.

Proposal Development & Management

- Own the complete proposal lifecycle from opportunity qualification through final submission.
- Collaborate with Solution Architects, SMEs, Delivery, Finance, Legal, and Executive Leadership to gather proposal inputs.
- Develop compelling:
- Executive Summaries
- Technical Responses
- Delivery Methodologies
- Staffing Plans
- Case Studies
- Value Propositions

- Ensure proposals are compliant, customer-focused, professionally formatted, and submitted on time.

Proposal Content Management





- Maintain and enhance the proposal content repository.
- Reuse and customize approved content including:
- Corporate profiles
- Case studies
- Project references
- Team resumes
- Standard responses

- Develop templates, boilerplate content, and reusable proposal assets to improve response efficiency.

Submission & Bid Tracking

- Manage proposal schedules, internal reviews, compliance checks, and submission timelines.
- Submit proposals through government procurement portals.
- Track clarification requests, awards, renewals, and bid outcomes.
- Maintain proposal dashboards and provide regular pipeline and win/loss reports to leadership.

Required Qualifications:

- 4–8 years of experience in Bid Management, Proposal Management, Capture Management, or RFP Response Management.
- Hands-on experience working with procurement platforms such as: SAM.gov, BidNet Direct, MERX, Biddingo, DemandStar, GovWin or similar government procurement portals.
- Excellent proposal writing, editing, and business communication skills.
- Strong project management skills with the ability to manage multiple concurrent pursuits under tight deadlines.
- Excellent stakeholder management and cross-functional coordination skills.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint), SharePoint, and proposal management tools.

Preferred Qualifications:

- Experience supporting proposals for IT Services, Cloud, Data, AI, Cybersecurity, or Digital Transformation engagements.
- Strong understanding of US Federal, State, Local, Education (SLED), and Canadian Public Sector procurement processes.
- APMP, Shipley, or other proposal management certifications are an added advantage.
