Sales Manager - Govt Sales (Tenders)
Role Objective
To independently manage the complete Government Sales cyclefrom identifying tender opportunities, submitting competitive bids, securing orders, coordinating project execution, and ensuring timely payment realizationwhile driving sustainable revenue growth for Gallant Sports & Infra Ltd. through Government and Institutional business across India.

We are looking for a proactive and result-oriented Tender & Business Development Manager to drive Government & Institutional Sales through tender participation and business development activities across India.
Job Summary
The Tender & Business Development Manager will be responsible for managing the complete Government Sales lifecycle—from identifying tender opportunities, preparing and submitting bids, coordinating internally for successful project execution, generating revenue from Government and Institutional clients, and ensuring timely collection of payments.
The role requires developing solid relationships with Government Departments, PSUs, Educational Institutions, Municipal Corporations, Sports Authorities, Defence Establishments, Smart City Projects, and other public sector organizations.
Key Responsibilities
Tender Management
- Search and identify relevant tenders through GeM, CPP Portal, State Government Portals, e-Procurement portals, and other procurement websites.
- Analyze tender eligibility criteria, technical specifications, and commercial requirements.
- Download, review, and interpret tender documents.
- Coordinate with internal departments for collecting required technical, commercial, and statutory documents.
- Prepare and submit technical and commercial bids within stipulated timelines.
- Ensure complete compliance with tender specifications and submission requirements.
- Attend pre-bid meetings whenever required.
- Track tender status from submission until award.
Government Sales & Business Development
- Generate business opportunities from Government Departments, PSUs, Educational Institutions, Municipal Corporations, Defence Establishments, Smart City Projects, Sports Authorities, and other Government organizations.
- Build and maintain strong relationships with Government officials, consultants, architects, and decision-makers.
- Follow up on submitted tenders and convert opportunities into confirmed orders.
- Generate new enquiries and expand the Government sales pipeline.
- Achieve assigned sales and revenue targets.
- Prepare quotations, commercial proposals, presentations, and negotiations wherever required.
- Represent the company during client meetings, presentations, and technical discussions.
Tender Documentation & Coordination
- Maintain tender submission records.
- Coordinate with Finance for EMDs, Bank Guarantees, financial documents, GST, MSME, ISO certificates, and other statutory requirements.
- Prepare bid summaries, comparative statements, and MIS reports.
- Ensure all tender-related documentation remains updated and audit-ready.
Project Coordination
- Coordinate with the Operations, Procurement, Projects, and Finance teams after order receipt for smooth project execution.
- Act as the primary point of contact for Government clients throughout the project lifecycle.
- Ensure timely submission of required documents during project execution.
- Monitor project progress and address client concerns proactively.
Payment Collection & Account Management
- Follow up with Government departments and institutional clients for timely bill processing, and payment release.
- Coordinate with Finance and client representatives for invoice submissions and documentation.
- Ensure timely collection of outstanding payments and maintain healthy receivable levels.
- Resolve payment-related issues by coordinating with internal teams and client officials.
- Maintain strong post-sales relationships to generate repeat business and future opportunities.

Preferred Experience
- 3–8 years of experience in Government Tender Management and Institutional/Government Sales.
- Experience in Construction, Infrastructure, Sports Infrastructure, Civil Projects, EPC, Building Materials, Engineering, or Industrial Products.
- Hands-on experience with GeM, CPP Portal, eProcurement portals, and State Government Tender Portals.
- Strong understanding of Government procurement procedures and bid documentation.
- Experience in managing Government client relationships and payment collections.
