Job Summary

The Deputy General Manager – Procurement & Purchase will lead the procurement function for infrastructure and construction projects, ensuring timely procurement of quality materials, equipment, machinery, and subcontracted services at competitive prices. The role is responsible for strategic sourcing, vendor development, commercial negotiations, contract management, cost optimisation, and ensuring uninterrupted supply to project sites while maintaining compliance with company policies and contractual requirements.

Key Responsibilities

Procurement & Commercial Management

- Lead end-to-end procurement of construction materials, plant & machinery, equipment, and subcontracted services.
- Manage RFQs, tendering, bid evaluations, vendor selection, commercial negotiations, and contract finalisation.
- Ensure timely issuance of Purchase Orders (POs), Work Orders (WOs), and procurement documentation.
- Negotiate pricing, payment terms, delivery schedules, warranties, and commercial agreements to achieve the best value.

Vendor Management

- Develop and maintain a robust network of qualified vendors and subcontractors.
- Conduct vendor evaluation and performance reviews based on quality, cost, delivery, and service.
- Build long-term supplier relationships to ensure reliable sourcing across multiple project locations.





Cost Optimisation & Planning

- Identify opportunities for cost savings through strategic sourcing and value engineering.
- Monitor market trends, material pricing, and procurement budgets.
- Coordinate procurement planning with project teams to ensure timely availability of materials and minimise project delays.

Stakeholder Coordination

- Work closely with Project, Planning, QA/QC, Stores, Finance, Contracts, and Management teams to support smooth project execution.
- Resolve procurement-related issues and ensure effective communication between internal stakeholders and suppliers.

Compliance & Team Leadership

- Ensure adherence to procurement policies, contractual obligations, statutory requirements, and audit standards.
- Maintain procurement MIS, reports, and performance dashboards for management review.
- Lead, mentor, and develop the procurement team while driving process improvements and operational efficiency.

Preferred Experience

- Experience in Airport, Highway, Railway, Industrial, Building, or Large Infrastructure projects.
- Proven expertise in handling high-value procurement contracts and annual procurement budgets.
- Strong knowledge of construction materials, vendor management, commercial negotiations, and ERP-based procurement systems.
