Vendor Quotations

- Validate vendor selection
- Negotiate rates

Tendering Stage

- Approve RFQs and scope definitions
- Review comparative statements
- Approve rate analysis
- Finalize tender submission

Post-Award Stage

- Finalize project budget
- Approve cost codes
- Review contract terms
- Approve subcontractor selection

Measurement & Billing

- Review and approve RA bills
- Ensure billing accuracy and BOQ compliance
- Follow up with client for certification

Cost Control & Monitoring

- Monitor cost vs budget
- Lead CVR preparation




- Analyze profitability
- Review cash flow forecasts

Variations & Change Management

- Validate variation claims
- Approve cost proposals
- Negotiate with clients

Procurement Support

- Approve procurement BOQs
- Evaluate vendors commercially
- Ensure cost efficiency

Contract Administration

- Interpret contract clauses
- Lead claims and EOT submissions
- Handle disputes and negotiations

Subcontractor Billing

- Approve subcontractor bills
- Ensure deductions (retention, taxes, penalties)
- Certify payments

Project Closure

- Approve final measurements
- Review final accounts
- Ensure retention release

Documentation Control

- Ensure all documents are accurate and compliant
- Maintain audit-ready records

KPIs

- Budget variance
