Key Responsibilities
Project Costing & Budgeting
Prepare and review detailed project cost estimates, budgets and cost plans.
Develop BOQs, rate analysis and detailed cost estimates for civil, MEP, finishing, infrastructure and other works.
Establish and monitor project cost benchmarks.
Review project budgets against actual expenditure and identify cost variances.
Provide cost inputs for feasibility studies, project planning and design changes.
Conduct value engineering and identify prospects for cost optimisation.
Billing & Quantity Surveying
Oversee preparation, verification and certification of contractor/vendor bills.
Ensure measurement books, RA bills, final bills and supporting documents are accurate and complete.
Verify quantities executed at site against approved drawings, BOQs and work orders.
Review variation statements, extra items, deviations and rate revisions.
Ensure timely processing of contractor payments in coordination with Finance.
Manage reconciliation of quantities, materials and payments.
Commercial & Contract Management
Lead commercial management of contractors, consultants and vendors.
Review and negotiate work orders, contracts, rate contracts and commercial terms.
Ensure compliance with contractual terms, payment milestones,



retention, advances, warranties and penalties.
Manage claims, counterclaims, variations, extensions of time and contractual disputes.
Monitor contractual obligations and minimise commercial and financial risks.
Maintain proper records of all contracts, amendments, correspondence and approvals.
Cost Control & Monitoring
Monitor project expenditure against approved budgets.
Prepare monthly cost reports, cost-to-complete forecasts and variance analysis.
Track committed costs, actual costs and anticipated liabilities.
Identify cost overruns and recommend corrective actions.
Maintain project cash-flow forecasts and commercial projections.
Ensure effective control over wastage, material consumption and unapproved expenditure.
Procurement & Vendor Management
Coordinate with procurement and project teams for commercial evaluation of vendors and contractors.
Review quotations, comparative statements and rate negotiations.
Participate in finalisation of contractor/vendor rates and commercial terms.
Monitor purchase/work orders against approved budgets.
Support procurement strategy and ensure cost-effective sourcing.
