1. PRINCIPAL ACCOUNTABILITIES
Accountabilities Major Activities Project Management
- Lead and support the development and implementation of project execution plans in line with the Transmission Service Agreement (TSA), contractual requirements, project objectives, and site conditions.
- Develop, monitor, and control project schedules in coordination with project, engineering, procurement, construction, testing, and commissioning teams.
- Plan and optimize deployment of manpower, materials, equipment, tools, services, and other resources to achieve project milestones within the approved schedule and budget.
- Monitor project performance through periodic progress reviews, dashboards, MIS, and performance reports, and identify corrective actions to improve productivity and schedule adherence.
- Develop manpower and material mobilization plans to address critical activities and expedite delayed works.
- Proactively identify resource constraints and coordinate timely mobilization of additional resources to recover delays and maintain project targets.
- Develop and implement Standard Operating Procedures (SOPs) for key project, construction, activities.
- Monitor engineering deliverables, drawings and documents approval status to ensure timely availability at site.
- Drive proactive planning and interface management to optimize the project completion schedule and minimize idling of manpower, equipment, and other resources.
- Coordinate with electrical, mechanical, civil, testing, commissioning, and engineering teams to resolve technical and execution interfaces.
- Support senior management in identifying project risks, developing mitigation plans, and ensuring timely achievement of key project milestone
- Support successful project completion, commissioning, and formal handover to the Operations team.
Quality management
- Review & assist in field quality plan for approval.
- Ensure implementation of quality requirements at site and for any deviations consult with Head (Substation) and technical support.
- Co-ordinate with Head Quality / Quality team at HO for proper implementation of quality procedures and standards.
- The main objective is to control construction quality at the site.
Construction Management
- Identify site constraints such as hard rock, groundwater, soil conditions, access limitations, and existing utilities and develop suitable construction solutions.
- Ensure proper sequencing of civil activities to facilitate timely electrical equipment erection, cabling, testing, and commissioning.
- Review civil BOQs, quantities, estimates, and material requirements against approved project scope.
- Monitor actual quantities executed against BOQ quantities and identify significant variations.
- Review and validate contractor measurement sheets, RA bills, extra-item claims, and quantity variations.
- Ensure proper measurement and documentation of completed civil works.
- Review additional work proposals and recommend appropriate technical and commercial actions.
- Identify opportunities for cost optimization through improved construction methodology, resource utilization, material management, and productivity improvement.
- Monitor civil construction costs and support the project team in maintaining expenditure within approved budgets.
Material Management
- Develop / Monitor civil material procurement and requirement plans aligned with the construction schedule.
- Monitor material consumption against approved norms and quantities.
- Ensure proper storage, preservation, identification, and handling of civil construction materials.
- Identify potential material shortages and coordinate with Procurement/Commercial teams / Sub contractor for timely replenishment.
- Ensure timely availability of cement, reinforcement steel, structural steel, aggregates, sand, concrete, precast items, cable trench covers, construction consumables, and other civil materials by effective follow up with procurement team / sub contractor
- Plan and monitor deployment of batching plants, concrete pumps, excavators, cranes, rock breakers, compactors, DG sets, and other construction equipment as required.
- Optimize equipment utilization and minimize equipment downtime and idle resources.
Change Management and Process documentation
- Ensure all civil design modifications, deviations, and site changes are processed through the approved Change Management system.
- Maintain proper records of approved changes, technical deviations, site instructions, and construction modifications.
- Ensure preparation of as-built drawings, completion records, test reports, measurement records, and other required handover documents by the sub contractor
- Ensure proper documentation of completed civil works for project close-out and asset handover.
- Maintain updated civil document registers and ensure obsolete drawings are withdrawn from site use.
- Ensure contractor documentation is complete and compliant with project requirements.
Statutory Compliances
- Monitor statutory compliances through monthly report/ compliance management system.
- Instruct immediate and proactive action in case of any potential noncompliance.
- Inform superior in case of any noncompliance.
- Arrange quick actions for any noncompliance. Seek management help to address noncompliance quickly.
- Also, co-ordinate with various statutory bodies/ agencies on behalf of site team and represent to meeting/ forum discussion as and when required.
- Team manager must ensure zero statutory noncompliance as per Apraava Energy standards.
Stakeholder Management / Relationship Management
- Build and maintain mutually beneficial relationships with the state government utility, central power utility, regulatory body to help in timely addressing of local issues such as right of way issues and payment issues.
Contract Management
- Review contractor’s performance. Also endorse monthly performance during invoice processing.
- Device system to provide feedback to contractors on their performance regularly.
- Right of Way handling, management & payment to various stake holders with highest integrity.
- The main purpose of this activity is to ensure conformity to contractors with respect to agreement and performance.
HSSE Management
- Monitor HSSE performance of all teams against defined objective & targets.
Guide and instruct ways to improve SHE performance.
- Support site team in internal and external HSSE audits/ HSSE round reports. Also monitor audit/round outcome and its speedy compliances.
- Provide strategic input in preparation of risk assessment and MCP. Produce JHSEA for all erection activities.
- Conduct site rounds and PJO to monitor SHE compliances during the job and identify gaps.
- Prepare list of all statutory site requirement and ensure compliance.
- Contribute during internal & external audits.
- HSSE management is one of prime responsibility and must be followed consistently.
People Management
- Lead, guide, and motivate the civil engineering and construction team to achieve project objectives.
- Establish explicit responsibilities, targets, and accountability for team members.
- Assess manpower requirements and ensure deployment of competent civil personnel.
- Identify competency gaps and arrange appropriate training and development programs.
- Mentor site engineers and supervisors in technical, construction, quality, safety, and project management practices.
- Promote teamwork, ownership, discipline, and continuous improvement.
- Address functional issues, conflicts, and grievances within the team in a timely and professional manner.

Educational Qualifications
- Minimum education qualifications: B.E./B. Tech./Diploma - Civil
Functional Skills
- Thorough understanding of the EHV substation and/or Transmission line construction/installation activities upto 765 kV.
- Sound Knowledge of regulatory & statutory requirements as per CEA/CTU/PGCIL/RLDC.
- Sound knowledge &
experience safety rules, permit to work system, substation construction management
- Incumbent is expected to implement Apraava Energy safety rules during the construction phase.
- Sound knowledge of Oracle (Plant Maintenance/Material Management) and permit to work system
- Planning and co-ordination, teamwork, analytical and logical thinking, attention to detail.
Relevant and total years of Experience
- Overall Experience: For B. Tech.
Candidate: 12 + years in Civil Construction of EHV substation upto 765 kV For Diploma Candidate: 15+ years in Civil Construction of EHV Substation upto 765 kV
