RSAJ & Co., Chartered Accountants is looking for experienced Mechanical & Electrical Engineers with strong expertise in Project Audit, Bill Certification, Quantity Verification, and Contractor Bill Review .

The selected candidates will be responsible for reviewing and certifying MEP project bills, verifying executed quantities, validating rates, checking contractual compliance, and identifying billing discrepancies and potential cost leakages.

? Key Responsibilities

• Review and certify Contractor RA Bills, Interim Bills, and Final Bills for mechanical and electrical works.

• Verify executed quantities against BOQs, approved drawings, specifications, work orders, and site measurements .

- Conduct physical site verification of mechanical and electrical works and compare actual execution with contractor claims.

• Review and validate Measurement Books (MBs), measurement sheets, quantity abstracts, and supporting documents .

- Verify quantities of equipment, piping, valves, pumps, motors, HVAC systems, tanks, cable trays, cables, panels, transformers, switchgear, earthing, lighting, DG systems, instrumentation, and other MEP works, as applicable.

• Check applicable contract rates, unit rates, approved schedules of rates, and commercial terms .

• Review rate analysis for extra items, substituted items, non-BOQ items, and variations .

• Identify excess quantities, duplicate claims, incorrect rates, unauthorized works, billing discrepancies, and potential cost leakages .

- Verify equipment and material specifications, approved makes, capacities, quantities, delivery records, and installation status.

• Prepare and review material reconciliation statements and identify shortages, excess consumption, wastage,



and unexplained variances.

• Review and verify variation orders, extra items, deviations, and scope changes and assess their financial impact.

• Ensure contractor claims comply with contracts, BOQs, drawings, technical specifications, quality requirements, and applicable standards .

• Maintain detailed audit working papers, site verification records, photographs, supporting documents, and bill scrutiny reports .

• Coordinate with contractors, consultants, project teams, site engineers, quantity surveyors, and client representatives for measurements and bill-related clarifications.

• Prepare bill certification reports, audit reports, reconciliation statements, cost analysis, and management reports .

• Support project cost monitoring, variation analysis, budget tracking, and engineering audits .

• Review Final Bills and support final reconciliation, recoveries, deductions, and project close-out activities .

? Eligibility

• B.E./B.Tech in Mechanical or Electrical Engineering .

• 4–6 years of relevant experience in Project Audit, Bill Certification, Quantity Surveying, Construction Project Monitoring, or MEP Project Management.

• Strong understanding of BOQs, engineering drawings, technical specifications, contracts, measurements, and billing procedures .

• Experience in infrastructure, power, industrial, manufacturing, MEP, or large construction projects will be preferred.

• Good knowledge of MS Excel and AutoCAD/engineering software .

- Strong analytical, reporting, documentation, and problem-solving skills.
- Excellent communication and stakeholder coordination skills.

• Willingness to work on-site at Unn & Rola, Valsad District, Gujarat .
