Responsibilities:
The consultant (environmental safeguards specialist), assisted by a national Environmental Specialist, will help prepare an Environmental and Social Impact Assessment (ESIA) and corresponding Environmental and Social Management Plan (ESMP) for the proposed project in accordance with the agency’s ESF, 2024, GIIPs and applicable Government of India environmental legislation. Consultant shall ensure compliance with the requirements of ESS1 (Assessment and Management of Environmental and Social Risks and Impacts) and ESS10 (Stakeholder Engagement and Information Disclosure) and their overarching applicability to the ESIA process and reporting. The ESIA package will covering the full corridor, stations, depot, access facilities, temporary works, yards, camps, haul routes, material sources, spoil/disposal sites, utilities, associated facilities and cumulative urban development interfaces.
The consultant will guide the EA/IA in project preparation and design, and demonstrate its E&S; sustainability. The consultant will closely collaborate with technical, procurement and other specialists and counterpart staff.
The consultant will ensure that the ESIA includes, at minimum, technical assessment of alignment and station alternatives; traffic and pedestrian access; air quality; construction and operation noise;
vibration and settlement; structural and utility condition risks; stormwater, flooding and climate resilience; waterbody and pond interfaces; tree inventory and biodiversity screening; waste,
spoil and material sourcing; depot environmental controls; cultural heritage and chance finds; labor camps and OHS; community health, safety and security; SEA/SH interface risks; universal accessibility; and operation-stage passenger safety and emergency preparedness.
It is expected that the consultant will collaborate and work closely with the Social Safeguards and
Climate Change Specialists as well as counterpart staff involved in project preparation in delivering the combined ESIA, ESMP, other instruments such as Environmental and Social Commitment Plan (ESCP), Stakeholder Engagement Plan (SEP) and Labour Management Plan (LMP). The consultant will support the EA/IA in carrying out meaningful stakeholder engagement and consultations as a critical component of both the ESIA process and broader project development.
The consultant will conduct all necessary tasks to ensure that environmental safeguards risks of the project is adequately managed, that all works and outputs are fully compliant with relevant agency and Government of India policies and guidelines on environmental safeguards.
The consultant will work closely with the EA/IA, and report to the designated agency safeguards specialist (environment), Office of Safeguards, and project team leader(s) of the Sectors Department.
The consultant will be required to visit Jaipur for preparing the inventory, compiling baseline data and initial assessments, and to conduct stakeholder workshops to discuss and disseminate findings and recommendations.

Qualifications:
Master’s Degree in Setting Engineering and Management or related field
