AGM / GM - Bidding, Tendering & Planning
Sector: Roads, Highways, Bridges, Expressway, Railways, Metro, Tunnel, Irrigation, Dam, Industrial Development & other civil Infrastructure
Department: Bidding / Tendering / Project Planning
Experience: 15–20+ years in roads, highways, bridges and other civil infrastructure projects
1. Position Purpose To lead and manage the complete bidding, tendering, estimation, commercial evaluation and project planning functions for road, highway, bridge, flyover, interchange, railways, metro, tunnel, irrigation, dam, industrial developemnt and other civil infrastructure projects.
The candidate should have strong knowledge of EPC, HAM, BOT and Government Infrastructure contracts.
2. Key Responsibilities
A. Bidding & Tender Management
- Lead the complete tendering process for the above said projects.
- Identify and evaluate tender opportunities from NHAI, MoRTH, NHIDCL, State PWDs, MSRDC and other government/PSU/private authorities, as applicable.
- Review and interpret RFPs, NITs, tender conditions, BOQs, technical specifications, drawings, schedules and contract documents.
- Conduct detailed Bid/No-Bid analysis based on project scope, technical feasibility, commercial viability, competition, resources and risk.
- Develop project-specific bidding strategies in consultation with senior management.
- Coordinate preparation of technical and financial bids and ensure complete compliance with tender requirements.
- Manage pre-bid meetings, site visits, pre-bid queries, clarifications, corrigenda and post-bid correspondence.
- Lead tender presentations, negotiations and commercial discussions with clients/authorities.
- Ensure timely submission of bids and maintain a comprehensive tender database.
B. Estimation, Costing & Pricing
- Lead preparation and review of detailed project cost estimates for the above said infrastructure projects.
- Review BOQ quantities, rate analysis, construction methodology, productivity norms and resource requirements.
- Analyze costs for earthwork, embankment, subgrade, GSB, WMM, DBM, BC, rigid pavement, drainage, culverts, structures, bridges, piling, bearings, launching, retaining structures, road furniture and other associated works.
- Obtain and evaluate quotations from vendors, subcontractors and specialized agencies.
- Analyze current market rates for materials, manpower, equipment, aggregates, bitumen, cement, steel and other key inputs.
- Establish competitive bid rates while protecting targeted project margins.
- Prepare detailed cost sheets, cash-flow projections, profitability statements and sensitivity analysis.
- Review escalation, taxes, royalties, insurance, financing costs, mobilization, overheads and contingencies.
C. Technical Bid & Construction Methodology
- Coordinate preparation of Technical Approach & Methodology, construction methodology and execution plans.
- Review project drawings, DPRs, geotechnical information, hydrology, traffic data and technical specifications.
- Develop practical methodologies for major structures, bridges, earthworks, pavement construction and traffic management.
- Coordinate with design, engineering and construction teams to validate quantities, construction sequences and resource requirements.
- Identify opportunities for value engineering, constructability improvement and cost optimization.
D. Contract & Risk Management
- Carry out detailed review of contractual conditions before bid submission.
- Identify risks relating to:
- Land availability
- Utility shifting
- Forest/environmental clearances
- Traffic management
- Design changes
- Geological and hydrological conditions
- Material availability
- Price escalation
- Statutory approvals
- Construction timelines
- Liquidated damages
- Performance guarantees
- Payment terms
- Defects liability
- Prepare and maintain a Tender Risk Register with mitigation measures.
- Coordinate with legal and contracts teams regarding deviations, qualifications and special conditions.
- Review commercial implications of contractual clauses and advise management on risk exposure.
E. Project Planning & Scheduling
- Establish planning and scheduling systems for awarded projects.
- Develop detailed Baseline Programmes, Master Schedules and Construction Work Programmes.
- Prepare project schedules using Primavera P6 / MS Project.
- Develop WBS, activity networks, resource loading and project milestones.
- Prepare detailed schedules covering design, approvals, procurement, mobilization, earthwork, pavement, structures, bridges, utilities and commissioning.
- Establish procurement and subcontracting schedules aligned with project milestones.
- Monitor progress against baseline schedules and identify critical path activities.
- Conduct schedule analysis and recommend corrective/recovery measures for delayed activities.
- Prepare catch-up and acceleration programmes where required.
- Coordinate with project teams to ensure achievement of contractual milestones.
F. Project Monitoring & MIS
- Establish systems for monitoring physical and financial progress.
- Develop dashboards covering:
- Planned vs. actual progress
- Critical activities
- Resource deployment
- Procurement status
- Subcontractor performance
- Cost performance
- Milestone achievement
- Prepare weekly and monthly MIS reports for senior management.
- Analyze delays, productivity gaps and cost deviations and recommend corrective actions.
- Support project teams in preparing EOT and delay-related documentation where required.
G. Resource & Execution Planning
- Develop manpower, machinery, material and subcontracting plans.
- Determine equipment requirements for major highway and bridge activities.
- Optimize deployment of batching plants, hot-mix plants, crushers, pavers, cranes, piling equipment and other major construction equipment.
- Coordinate with procurement and project teams to ensure timely availability of critical resources.
- Develop construction sequencing to maximize productivity and minimize idle resources.
H. Team Leadership
- Lead the Bidding, Estimation, Tendering and Planning teams.
- Allocate responsibilities and establish performance targets.
- Review work prepared by estimators, planners, quantity surveyors and tender engineers.
- Mentor and develop team members.
- Establish standardized systems, formats and databases for estimation, tendering and planning.
- Build and maintain databases of historical project costs, productivity, vendor/subcontractor rates and project performance.

5. Qualification
Essential:
- B.E./B.Tech in Civil Engineering from NIT / Govt recognized institution.
- 15–20+ years of relevant experience in roads, highways, bridges or other major infrastructure projects.
6. Required Experience The candidate should preferably have substantial experience in:
- Highway and expressway projects
- Major bridge and flyover projects
- EPC / HAM / BOT / DBFOT projects, as applicable
- NHAI / MoRTH / NHIDCL / State PWD tendering
- Preparation and evaluation of RFPs and tender documents
- BOQ and quantity verification
- Detailed estimation and rate analysis
- Technical and financial bid preparation
- Primavera P6 project scheduling
- Contract and commercial risk analysis

8. Ideal Candidate Profile The ideal candidate will be a senior Civil Engineering professional with strong hands-on experience in bidding, estimation, tendering and planning of roads, highways, bridge, tunnel and other respective civil infrastructure projects.
He should be capable of independently managing the complete tender cycle—from opportunity assessment, Bid/No-Bid decision, tender document review, quantity verification, estimation and pricing, technical methodology and risk assessment through final bid submission, negotiation and project handover.
Any other assignment as per organization requirement.
Final authority for bid submission and pricing will remain with the senior management/Board/Management Committee.
