Job Title: Safety Officer / HSE Officer

Department: Health, Safety & Environment (HSE)
Reports To: HSE Manager / Factory Manager / Plant Head
Location: Manufacturing / Fabrication Plant

1. Job Purpose

To ensure a safe and healthy working environment by implementing and monitoring occupational health and safety (OHS) programs, ensuring compliance with legal and company safety standards, and promoting a strong safety culture among all employees in the manufacturing/fabrication facility.

2. Key Responsibilities

A. Safety Management & Compliance

- Implement, monitor, and continuously improve the plant’s Health, Safety, and Environment (HSE) policies and procedures.
- Ensure compliance with applicable local, state, and national safety regulations (e.g., Factories Act, OSHA, ISO 45001, etc.).
- Conduct regular inspections of machinery, equipment, and work areas to identify and mitigate potential hazards.
- Maintain updated records of statutory safety documentation, such as safety audits, inspection reports, and training logs.

B. Risk Assessment & Control

- Carry out Job Safety Analysis (JSA), Risk Assessments, and Hazard Identification Studies (HAZID) for all critical operations.
- Recommend engineering and administrative controls to eliminate or minimize hazards.
- Monitor implementation of safety control measures for high-risk activities like welding, cutting, confined space entry, material handling, etc.

C. Training & Awareness

- Plan and conduct regular Safety Induction for new employees and contractors.
- Organize toolbox talks, safety drills, and refresher training sessions on topics such as PPE usage, fire safety, first aid, and emergency procedures.
- Promote a culture of safety awareness and employee participation in safety programs.

D. Incident Management

- Investigate all accidents, near-misses, and unsafe conditions to identify root causes.




- Prepare detailed incident investigation reports and recommend corrective & preventive actions (CAPA).
- Ensure timely reporting of incidents to management and statutory authorities as per requirements.

E. Emergency Preparedness

- Develop, implement, and periodically test Emergency Response Plans (ERP) for fire, chemical spill, or structural emergencies.
- Conduct mock drills and ensure proper functioning of fire protection systems and emergency equipment.
- Coordinate with local fire, medical, and rescue authorities for external support during emergencies.

F. Safety Audits & Documentation

- Conduct internal and external HSE audits and follow up on action plans.
- Maintain and update all Safety Data Sheets (SDS), Permit to Work (PTW) records, and inspection checklists.
- Support the HSE Manager in preparing monthly, quarterly, and annual safety performance reports (KPIs, LTIs, TRIR, etc.).

3. Key Performance Indicators (KPIs)

- Lost Time Injury Frequency Rate (LTIFR)
- Number of safety audits completed vs. planned
- Percentage of employees trained in safety programs
- Closure rate of corrective actions
- Compliance score from external safety audits

4. Skills & Competencies

Technical Skills

- In-depth knowledge of occupational health and safety regulations and best practices
- Familiarity with manufacturing/fabrication processes (welding, cutting, grinding, painting, etc.)
- Proficiency in risk assessment tools and methods
- Knowledge of firefighting and first-aid systems




- Experience with ISO 45001 / OHSAS 18001 systems

5. Educational Qualifications

- Minimum: Diploma / Bachelor’s Degree in Engineering or Industrial Safety
- Preferred: Post Diploma in Industrial Safety (recognized by State Government / DGFASLI)
- Certifications (Preferred):
- NEBOSH / IOSH / OSHA Certification
- Fire Safety or First Aid Training Certification

6. Experience

- Experience Range: 3 – 8 years (depending on plant size and complexity)
- Industry Preference: Manufacturing, Fabrication, Heavy Engineering, Steel, Foundry, or Metal Works

7. Working Conditions

- Primarily plant-based with extensive field supervision
- Exposure to noise, dust, heat, and moving machinery
- Must wear appropriate PPE and enforce PPE compliance among all personnel

8. Reporting & Coordination

- Reports directly to the HSE Manager or Factory Manager
- Coordinates with Production, Maintenance, Quality, and HR departments for safety compliance
- Liaises with external agencies like fire department, pollution control board, and labor authorities when required
