n About e2E Rail
n e2E Rail is building the next generation of railway infrastructure execution in India, with a robust focus on technology-led signalling and infrastructure projects.
n As we scale our execution portfolio, we are looking for a seasoned railway projects leader who can take complete ownership of execution — from project mobilisation through commissioning readiness.
n This is not a conventional project-management role.
n It is a business ownership role requiring someone who can simultaneously think like a project leader, commercial owner, commissioning strategist and people leader.
n The Opportunity
n As VP/ AVP - PMO (Track Owner — Execution Projects), you will be the single point of accountability for a portfolio of railway signalling EPC projects during the execution phase.
n You will own the transition from mobilised project → accelerated execution → commissioning readiness, ensuring that projects move with speed while protecting quality, margin, cash and customer relationships.
n The role operates at two very different rhythms:
n Execution: Drive relentless progress across BOQ, site productivity, manpower, materials, subcontractors, costs and milestones.
n Final-leg commissioning: Orchestrate OEM teams, specialist resources, Railway testing windows, possessions, interfaces and pre-commissioning activities to ensure projects are genuinely ready for commissioning.
n The person we are looking for must be equally comfortable on a project site, in a commercial review, with senior Railway officials, and in a CEO-level portfolio review.
n What You Will Own1. Portfolio Execution
n Own execution performance across multiple signalling EPC projects running simultaneously across Indian Railway zones.
n You will:
n n Drive BOQ execution against committed project schedules.
n Establish execution priorities across projects and remove bottlenecks quickly.
n Monitor daily productivity, site deployment and physical progress.
n Ensure open fronts, residual works and punch-list items are systematically closed.
n Identify execution risks early and drive corrective action before they become schedule or commercial issues.
n Ensure projects are handed over to the Closure phase only when execution obligations are genuinely complete.
n n 2. Project Commercials & P&L;
n Execution is where project margins are either protected or lost.
n You will therefore carry strong commercial ownership for the portfolio, including:
n n Project-level P&L; and margin performance.
n Budget adherence and cost deviation control.
n Subcontractor commercial performance.
n BOQ and quantity variance management.
n Variation Orders and scope changes.
n Claims preservation and commercial opportunities.
n Cost optimisation through procurement, subcontractor and manpower productivity.
n Close coordination with Finance, Procurement and Contracts.
n n You will be expected to understand not just whether a project is progressing, but whether it is progressing profitably.
n 3. Commissioning Readiness
n A major part of this role is ensuring that commissioning does not become a last-minute event.
n You will own the orchestration of the final leg of each project, including:
n n Design and engineering readiness.
n Material availability.
n Indoor and outdoor readiness.
n Interface dependency closure.
n OEM installation and testing availability.
n Specialist team mobilisation.
n Railway testing and possession windows.
n Pre-commissioning and integrated testing planning.
n n You will work closely with major signalling OEMs and ensure their availability is secured well ahead of commissioning requirements.
n The expectation is simple:
n Commissioning should be planned months in advance — not managed as a crisis in the final week.
n 4. Railway & Customer Management
n You will be a senior escalation point for key customers and stakeholders.
n This includes working with:
n n Indian Railways
n Railway Zonal S&T; organisations
n CAO/CSTE offices
n RITES
n Private infrastructure clients
n Senior project and station authorities
n n You will manage critical dependencies, escalations, formal correspondence and customer commitments while building relationships that enable faster project execution.
n The role requires the ability to navigate complex institutional environments while maintaining commercial discipline and delivery accountability.
n 5. Engineering, Quality & Compliance
n You will provide execution-level engineering leadership without becoming a design-office function.
n You will:
n n Drive timely resolution of design queries.
n Manage engineering changes emerging during execution.
n Ensure changes affecting scope are appropriately routed commercially.
n Maintain Railway and RDSO compliance.
n Drive QA/QC standards across projects.
n Ensure non-conformances and audit observations are closed within agreed timelines.
n Maintain strong safety standards across the portfolio.
n n Safety is non-negotiable, and this role carries stop-work authority on safety grounds.
n 6. Materials, Subcontractors & Site Productivity
n You will ensure that execution teams have what they need to deliver.
n This includes ownership of:
n n Material availability and forward planning.
n Procurement coordination.
n Site inventory discipline.
n Vendor and subcontractor performance.
n Subcontractor manpower deployment.
n Site facilities and infrastructure.
n Productivity improvement.
n Rationalisation of consistently underperforming partners.
n n You will be expected to identify the difference between a genuine external constraint and an execution-management problem — and act accordingly.
n 7. Cash & Working Capital
n The role extends beyond physical project completion.
n You will work closely with Finance to drive:
n n Milestone billing.
n WIP and unbilled revenue conversion.
n Receivables.
n Collections.
n Debtor ageing.
n Bank Guarantee and retention release.
n Client-side documentation required for cash conversion.
n n The objective is to ensure that execution converts into revenue, and revenue converts into cash.
n 8. Leadership & Team Building
n You will lead a distributed execution organisation comprising project leaders, project controllers, coordinators and site teams.
n Your responsibility will include:
n n Building a high-performance execution culture.
n Creating clear ownership across projects.
n Developing project leadership capability.
n Reviewing performance rigorously.
n Identifying critical talent and succession risks.
n Building a strong pipeline of future project leaders.
n Managing attrition and capability gaps proactively.

n What We Are Looking ForEssential Experience
n n 15–20 years of experience in railway EPC / railway signalling projects.
n Significant hands-on experience across execution as well as commissioning.
n Proven experience leading multiple projects simultaneously.
n Experience delivering signalling / Electronic Interlocking projects end-to-end.
n Strong understanding of Indian Railway project execution and stakeholder ecosystem.
n Experience working with signalling OEMs and specialist commissioning teams.
n Demonstrated experience in project P&L; / commercial ownership.
n Strong subcontractor management and negotiation experience.
n Strong understanding of BOQ, Variation Orders, claims, retention, Bank Guarantees and project commercials.
n Experience managing senior Railway and client stakeholders.
n n Preferred Background
n n B.E. / B.Tech in Electrical, Electronics & Communication, Signal & Telecom Engineering or a related discipline.
n Signalling specialisation preferred.
n MBA / management qualification is an advantage.
n PMP certification is preferred.
n n Industry Relationships
n The successful candidate should ideally have established working relationships across the railway signalling ecosystem, including relevant Railway S&T; stakeholders, RDSO and major signalling OEMs.
