Position: Manager – Human Resources & Administration

Location: Andheri (West), Mumbai / Operational Sites as required

Department: Human Resources & Administration

Reports To: Head HR / Director – HR

1. Role Objective To lead and manage the complete Human Resources and Administration function of the organisation, ensuring availability of the right manpower, effective employee management, strong labour-law compliance, accurate payroll and attendance controls, contractor workforce management, employee engagement and smooth HR operations across corporate and operational locations. The role will be responsible for both strategic HR planning and hands-on execution.
2. Key Responsibilities A. HR Strategy & Workforce Planning Develop and implement HR strategies aligned with business objectives. Prepare annual manpower plans and HR budgets. Forecast manpower requirements based on business/project/transport operations. Ensure optimum utilisation of manpower and control employee costs. Develop HR policies, systems and processes. Identify HR risks and recommend corrective actions to management. B. Recruitment & Talent Acquisition Manage end-to-end recruitment for managerial, supervisory, operational and support positions.

Ensure timely recruitment against approved manpower requirements. Develop recruitment sources for drivers, operators, supervisors, technical staff and other operational manpower. Conduct salary benchmarking and support management in offer/CTC negotiations.

Maintain recruitment MIS and track vacancies until closure. Develop employee retention and succession-planning initiatives.

C. Site & Operational Manpower Management Ensure adequate manpower availability at transport, mining and project locations. Monitor deployment of drivers, operators, helpers, supervisors and other operational staff.

Monitor absenteeism, manpower shortages, overtime and employee turnover. Coordinate with site/project/operations teams for manpower requirements. Establish proper attendance, shift and deployment controls. 1Conduct periodic HR visits to operational locations.

D. Contractor & Contract Labour Management Manage manpower supplied through contractors/agencies. Verify contractor manpower records, attendance and wage payments. Ensure contractors comply with applicable labour laws and statutory requirements.

Verify PF, ESIC, bonus, minimum wages/VDA and other statutory compliances of contractors. Coordinate with Finance before processing contractor manpower bills. Ensure proper documentation and prevent duplicate/unauthorised manpower deployment.

Maintain contractor-wise manpower and compliance MIS.

E. Payroll, Attendance & Employee Records Supervise monthly payroll processing and ensure accuracy. Verify attendance, leave, overtime, incentives and deductions before payroll finalisation. Maintain employee master data and personnel files. Ensure timely salary processing. Manage employee advances, deductions and recoveries. Handle Full & Final Settlement of exiting employees. Coordinate with Finance for payroll reconciliation and payment processing.

Law & Statutory Compliance Ensure compliance with applicable Central and State labour laws. Monitor PF, ESIC, Professional Tax, Bonus, Gratuity, Labour Welfare Fund and other applicable statutory compliances. Ensure compliance with applicable minimum wages/VDA requirements. Maintain statutory registers, records and returns. Coordinate and respond to labour department inspections, notices and queries. Ensure compliance relating to contract labour and manpower agencies. Track statutory due dates and ensure timely compliance. Coordinate with consultants/professionals wherever specialised legal advice is required.

G. Performance Management Implement annual performance appraisal and goal-setting systems. Define KRAs/KPIs for employees in consultation with functional heads. Monitor performance review cycles. Identify under-performing employees and coordinate performance improvement plans. Support management in promotions, increments and employee development.

H. Employee Relations & Discipline Handle employee grievances and complaints. Manage disciplinary matters, warning letters, show-cause notices and related HR documentation. Ensure fair and consistent implementation of company policies. Maintain confidentiality of employee matters. Promote positive employee relations and reduce attrition. 2Support management in resolving employee and workforce disputes.

I. Learning & Development Identify training requirements department-wise. Prepare annual training calendar. Coordinate technical, behavioural, leadership and compliance training. Maintain training records and evaluate training effectiveness. Develop internal talent and succession plans.

J. HR Policies & Employee Engagement Develop, review and implement HR policies. Maintain employee handbook and HR procedures. Ensure implementation of Code of Conduct and disciplinary policies. Manage employee engagement initiatives. Implement POSH requirements and coordinate with the Internal Committee. Conduct employee feedback and engagement activities.

K. HR MIS & Management Reporting Prepare and submit monthly HR MIS to senior management covering: Total headcount Department/site-wise manpower Recent joinings Resignations and attrition Absenteeism Overtime Payroll cost Recruitment status Contractor manpower Labour-law compliance status Training Employee grievances Pending HR actions

L. HR Audit & Internal Controls Conduct periodic HR audits. Ensure employee files and statutory records are complete. Review payroll and attendance controls. Identify HR process gaps and implement corrective actions. Support internal, statutory and management audits. Maintain proper documentation for all HR transactions.

M. Administration Supervise general HR administration activities. 3 Manage employee documentation and records.



Coordinate employee facilities and welfare requirements. Support travel, accommodation and other administrative requirements for operational manpower wherever applicable. Coordinate with management for office/site administrative requirements.

N. Finance &

- Cross-Functional Coordination Coordinate with Finance for payroll, employee advances, statutory payments and HR-related accounting matters. Support annual manpower and HR cost budgeting. Reconcile HR/payroll data with Finance. Coordinate with Operations, Finance, Legal and Administration teams. Provide HR data and documentation required for financial, legal and compliance reviews. 3.

Experience Qualification: MBA / PGDM in Human Resources or equivalent qualification.

Experience: 6–10 years of progressive HR experience.

Experience in transport, mining, infrastructure, manufacturing, construction or other labourintensive industries will be preferred. Strong experience in payroll, labour compliance, contract labour and site manpower management is highly desirable. 6.

- Accountability The position will be responsible for ensuring that: Approved manpower is available on time. HR policies are properly implemented. Payroll and attendance are accurate. Statutory compliances are completed within due dates. Contractor manpower is properly controlled and documented. Employee records are complete and updated. HR-related risks are immediately reported to senior management. HR processes support business growth while maintaining cost and compliance controls.

Pay: ₹40,000.00 - ₹60,000.00 per month
