For a construction/infrastructure company in Mumbai, I would recommend making this a combined role: “Social Media Manager + In-house Photographer & Videographer” if you want one person to handle the complete digital content cycle—from visiting sites and capturing content to editing, posting, and reporting.
Construction social media works best when the content is based on actual projects, site progress, milestones, people, safety, technology and completed work, rather than generic promotional posts. (Percepture)
