JOB DESCRIPTION Senior Manager – Accounts & Finance Site Team Leader – Statue of Unity Engagement Location: Statue of Unity / Ekta Nagar, Gujarat
Team: 1 CA/Manager + 13 Executives
Function: Accounts & Finance Role Purpose Lead and oversee the complete Accounts & Finance function for the Statue of Unity engagement, ensuring accurate books of accounts, timely financial closure, statutory compliance, effective internal controls, reliable MIS, audit readiness and high-quality financial advisory to the Authority and management. Key Responsibilities 1. Accounting & Financial Closure • Supervise day-to-day accounting of all entities, units and divisions in Tally on a double-entry basis. • Ensure correct voucher classification, ledger, cost centre, cost category, scheme/project allocation and applicable taxes. • Review ledgers, provisions, accruals, advances, deposits and outstanding liabilities. • Own monthly book closure. • Ensure proper documentation, narration, audit trail and daily Tally backup. 2. Invoice Verification & Payment Control • Lead invoice verification for accuracy, contractual compliance, approvals, supporting documents and statutory deductions. • Review and approve Invoice Verification Sheets (IVS). • Ensure correct accounting and payment advice showing gross amount, deductions and net payable. 3. Reconciliation & Statutory Compliance • Oversee daily bank and revenue/collection reconciliation. • Ensure monthly reconciliation of GST, TDS/TCS, PF, ESIC and Qualified Tax ledgers with returns and remittances. • Supervise GSTR-1/GSTR-3B, GSTR-2A/2B and Form 26AS reconciliations. • Review GL, vendor, advance, deposit, grant,



FD/ICD and other critical reconciliations. 4. Registers & MIS • Ensure timely maintenance and reconciliation of all prescribed financial, statutory, revenue, grant, fixed asset, deposit, bank guarantee and other registers. • Prepare monthly MIS including Trial Balance, Income & Expenditure, Balance Sheet, Cash Flow, Budget vs Actual, ageing, variance, project cost and revenue/footfall analysis. • Ensure all registers reconcile with Tally balances. 5. Payroll & Statutory Accounting • Supervise employee-wise payroll accounting and reconciliation of salary, PF, ESIC, PT and TDS liabilities. • Coordinate with payroll and compliance teams for timely accounting and statutory remittances. 6. Financial Statements & Audit • Lead preparation of periodic/annual financial statements, schedules and Notes to Accounts. • Act as the key finance coordination point with statutory auditors, internal auditors, C&AG;/AG audit teams, tax consultants and government authorities. • Prepare audit schedules, draft responses to observations and monitor timely closure of audit points. 7. Tally, Technology & Controls • Administer Tally access, security, licences, backups, upgrades and customised MIS dashboards. • Strengthen internal financial controls, segregation of duties, documentation and audit trails.



• Leverage Excel, Tally analytics and approved AI/GPT-based tools for reporting and financial analysis. 8. Advisory & Documentation • Provide written accounting and financial opinions. • Develop/update accounting manuals, SOPs, process flows, accounting policies and transaction-level approval matrices. • Prepare guidance notes, circulars, presentations and management notings in English and Gujarati. 9. Team Leadership • Lead, allocate and review the work of 1 CA/Manager and 13 Executives. • Establish daily/weekly/monthly review mechanisms and ensure continuity of critical deliverables. • Train the team on accounting, Tally, GST/TDS, reconciliations, audit, documentation and professional standards. Key Deliverables / KPIs Timely month-end closure | Accurate books | Current reconciliations | Register–Tally matching | Timely MIS | Statutory compliance | Audit readiness & closure | Effective internal controls | Team productivity Qualification & Experience CA preferred, with Minimum 7 years of post-qualification experience in Accounts & Finance, preferably in a large organisation, government/PSU, statutory authority, infrastructure, project or public-sector environment. Strong knowledge of Tally Prime, MS Excel, GST, TDS, PF, ESIC, financial reporting, reconciliation, MIS and audit coordination is essential.
