Selection of a Project Management Consultancy (PMC) for the State Project Monitoring Unit (SPMU) under the National Scheme for ITI Upgradation

Role Summary

The Monitoring, Evaluation & Data Systems Expert will establish and manage the programme's monitoring, evaluation, data and reporting architecture. The expert will be responsible for baselines, KPIs, MIS, dashboards, data validation, performance analysis and evidence-based reporting.

Key Responsibilities
- Design and establish the Monitoring & Evaluation framework.
- Develop project baselines and performance indicators.
- Define KPIs and monitoring mechanisms.
- Develop data collection and reporting formats.
- Establish data validation and quality-assurance processes.
- Manage periodic reporting cycles.
- Analyse project progress and performance.
- Develop dashboards and management information systems.




- Track deviations against planned milestones and KPIs.
- Conduct performance and viability analysis.
- Prepare analytical reports and management insights.
- Support State and National PMU review exercises.
- Support the Independent Monitoring Agency (IMA) and Independent Verification Agency (IVA).
- Support KPI/DLI monitoring and verification.
- Identify data gaps and recommend corrective measures.
- Maintain documentation and evidence for programme monitoring.
- Support assessment of programme outcomes and impact.

Required Qualification

Postgraduate Degree in:
- Economics
- Statistics
- Labour Economics
- Information Technology
- or a related field.

Required Experience
- Over 7 years of qualified experience.
- Experience designing and implementing IT-based MIS for social and economic development sectors.
- Experience in developing Monitoring & Evaluation frameworks for large-scale gov
