Handle CPWD, State PWD, PSU, EPC, and institutional tenders, ensuring compliance with applicable SORs, GCC/SCC, statutory requirements, and eligibility conditions.

Manage pre-bid clarifications, deviation statements, commercial qualifications, and tender submissions within defined timelines.

Carry out rate analysis for materials, labour, plant & machinery, shuttering, and specialized works, and maintain updated cost databases and market rates.

Coordinate with design, planning, engineering, procurement, and project teams to finalize assumptions, methodologies, timelines, and resource planning.

Support management in bid strategy, pricing decisions, margin optimization, and management approval notes for tender submission.

Identify cost, contractual, execution, and financial risks at the pre-tender stage and suggest mitigation measures, value engineering, and sensitivity analysis.

Review and validate estimates prepared by junior engineers and QS teams, ensuring quality, accuracy, and completeness.

Mentor and guide the estimation team, ensuring adherence to internal controls, quality standards, and tender deadlines.
