Selection of a Project Management Consultancy (PMC) for the State Project Monitoring Unit (SPMU) under the National Scheme for ITI Upgradation

Role Summary The Team Leader will lead the overall PMC engagement and will be responsible for programme strategy, State-level coordination, implementation oversight, planning, stakeholder management and resolution of implementation bottlenecks.
Key Responsibilities
- Lead overall programme strategy and implementation support.
- Prepare and coordinate the Five-Year Implementation Plan.
- Support cluster-based selection and prioritization of ITIs for upgradation.
- Develop implementation milestones, timelines and action plans.
- Facilitate formation and operationalization of SPVs.
- Support preparation/coordination of MoA, Shareholding Agreements, License Agreements and Risk-Sharing Frameworks.
- Coordinate with State departments, industries, DGT, NSTIs, ITIs, SPVs and other stakeholders.
- Facilitate industry participation in ITI upgradation.
- Monitor overall programme implementation and progress.
- Identify bottlenecks, delays and implementation risks.
- Coordinate corrective actions and follow-up.
- Lead programme review meetings and stakeholder consultations.
- Ensure timely preparation and submission of reports and deliverables.
- Provide strategic guidance to other PMC experts.
- Support monitoring of programme outcomes and impact.
- Ensure coordination among all functional components of the PMC assignment.
Required Qualification MBA/PGDM or Postgraduate Degree in Social Sciences, Social Work, Development Studies, Rural Management or an equivalent field.
Required Experience
- Minimum 10 years of experience in project management in the education/skill development sector.
- Minimum 7 years of experience in TVET/Skill Development or related social-sector projects.
- Experience in programme oversight and team leadership.
- Experience coordinating with State/Central Government agencies.
- Experience in governance and implementation of multi-year programmes.
- Experience related to curriculum implementation, MIS-based monitoring, faculty development, infrastructure planning and industry partnerships.
- Demonstrated ability to manage milestones, timelines and project impact.
