The Role: Senior Planning Engineer : Access Planning Responsible for supporting Lumen’s off-net network architecture in Asia Pacific. Ensures optimal design and capacity utilization requirements.

Supports the company strategy around vendor partnerships, network expansion, and incremental and embedded cost management. Assimilates various internal and external customer requirements, creates new network capacity solutions, assembles the required equipment augment costs and budgets and participates in the overall network augment approval and trigger process. Undertakes specific network simplification and network enablement projects.

The Main Responsibilities*: Supporting The APAC Business On The Following

- Understands current on-net and off-net network architecture and technology to ensure capacity and efficiency of the groom plans and network expansion.
- Auditing various legacy company netex inventories from offnet lease and IRU across multiple network platforms.
- Show proficiency in auditing various legacy company netex bases and researching an array of systems, contracts and tariffs. Help drive savings and help the company meet its annual optimization targets.
- Analyzes capacity, design and diversity issues by applying documented processes and guidelines. Exercises considerable latitude in decision-making under limited consultative direction toward predetermined long-range targets.
- Work moderate to complex projects with cross-functional teams and with limited guidance. Seek or provide guidance as necessary to gain support and develop cross-functional expertise.
- Stakeholder engagement (internal and external) aimed at risk mitigation and complex problem resolution. Identifies critical APAC specific Flight Deck / Netbuild workflows required to improve efficiencies, define roles and responsibilities, and enable performance tracking.



With support from leadership engage with business process team and other stakeholders to initiate support and drive the creation of improved workflow and buy off from all impacted groups.
- Is capable of managing multiple complex assignments simultaneously, on schedule and within budget.
- Works with project management, supporting teams and leadership to define intervals for complex projects and BAU activities.
- Demonstrates critical thinking, complex analysis, and solution development under the guidelines of standard practices and policies, while applying judgment to optimize solutions.
- Interfaces with cross functional teams to deliver “Customer First” requirements with the operational teams including Service Delivery, Complex Offnet Quoting Group, Field Operations and Customer Support Organization.
- Supports Business Process function to translate workflow models and document end to end process flows internally to individual teams as well as inter-departmental flows with Network Planning and Implementation, Carrier Relationship Managers, Field Operations and Service Delivery.
- Supports the transition away from legacy technologies (TDM, SDH platforms) with vendors; co-ordinate with vendors to deliver new local access technologies as well as co-ordinate with end customers to minimize downtime and maximize customer experience through the process.
- Produces and maintains diagrams of the Lumen APAC Network with varying levels of detail for the appropriate audience.




- Actively pursue opportunities to reduce costs, improve reliability and enhance customer experience.
- Drive network cost optimization initiatives through on-net migration, off-net reduction, site exits, and network simplification projects.
- Manage vendor relationships to support access planning and network expansion activities.
- Evaluate new market opportunities and support business cases for network growth initiatives.

What We Look For In a Candidate Education: Bachelor’s degree or equivalent education and experience. 8+ years related experience. 4 years w/ master’s degree or equivalent work experience preferred.

- Extensive understanding of access architecture, market analysis and telecom industry
- Solid understanding of Layer 1, Layer 2, and Layer 3 networking concepts.
- Experience with Ethernet, DIA, IPVPN, MPLS, SD-WAN, Wavelength, and Transport technologies.
- Strong understanding of Data Center Operations and connectivity planning.
- Hands-on knowledge of MPLS networks, WAN technologies, and enterprise connectivity.
- Proven experience coordinating with multiple Internet Service Providers (ISPs) and telecom carriers.
- Excellent analytical and problem-solving skills
- Exceptional organizational, prioritization, and communications skills
- Strong computer skills with emphasis on Microsoft Excel, Access, Visio, and SQL
