Role Summary
The Financial & Procurement Management Expert will support the State in financial planning, budget monitoring, expenditure tracking, procurement planning, RFP preparation, audit coordination and financial/procurement compliance.
Key Responsibilities
Support preparation of annual financial plans.
Assist in budget preparation and monitoring.
Track programme expenditure and financial progress.
Conduct budget-versus-actual analysis.
Identify financial variances and support corrective actions.
Support financial compliance with applicable rules and guidelines.
Coordinate with external auditors.
Support preparation of audit information and documentation.
Track and facilitate closure of audit observations.
Assist in procurement planning.
Support development of procurement strategies and packages.
Assist in preparation of RFP/tender documents.
Support procurement processes at ITI/project level.
Maintain procurement tracking systems.
Monitor procurement milestones and delays.
Coordinate with finance, procurement and audit units.
Maintain financial and procurement records.
Required Qualification
CA or Postgraduate Degree in:
Finance
Accounting
Commerce
Economics
Business Administration
or equivalent relevant discipline.
Required Experience
Minimum 7 years of experience in:
Public-sector financial management; and
Procurement management.
Relevant experience in government-funded programmes, public procurement, audits, budgeting and financial reporting will be desirable.
Preferred Competencies
Knowledge of government financial-management procedures.
