Position Overview

We are seeking an experienced Senior Architect with deep expertise in telecom BSS along with Billing & Charging architecture experience and broader enterprise platforms. In this role, the candidate will define and lead the technology architecture vision for stc’s BSS, billing, charging, and revenue management ecosystem, ensuring alignment with stc’s business strategy, regulatory requirements, and industry best practices. The position is based in Riyadh, Saudi Arabia, supporting major transformational initiatives within a telecom-centric environment.

The ideal candidate has a proven record of accomplishment of architecting large-scale telecom solutions, leading cross-functional teams, and leveraging emerging technologies including AI, cloud, and real-time charging innovations to drive modernization and efficiency. This role requires strategic leadership, deep domain expertise, and continuous awareness of emerging trends such as AI-driven automation, cloud-native BSS architectures, Open API adoption, and next-generation charging models. These capabilities are essential to future-proof the billing and charging landscape and ensure sustainable, long-term scalability.

Key Responsibilities

Architecture Vision & Leadership

- Define and lead the enterprise architecture vision for BSS, Billing & Charging, ensuring alignment with overall business strategy and program objectives.
- Serve as the technical authority for the BSS, billing, charging, and revenue management domains, establishing the technology roadmap and architectural blueprint that guide long-term direction, modernization, and execution.

Cross-Domain Design

- Architect end-to-end blueprints covering the BSS, Billing & Charging domain and its integrations with other internal systems, ensuring seamless, reliable, and secure data and process flows.
- Design scalable, modular, and resilient architectures that can integrate legacy components with modern cloud-based services, and define the modernization plans required to evolve the ecosystem.

Innovation & Best Practices

- Provide thought leadership and drive adoption of the latest technologies and best practices.
- Introduce innovation in areas such as AI and machine learning, robotic process automation,



and analytics to enhance business processes and customer experience.

Governance & Standards

- Build and enforce architecture governance frameworks, reference architectures, and design principles.
- Ensure all solutions adhere to security, compliance, and quality standards.
- Leverage frameworks such as TOGAF and TM Forum standards including eTOM, SID, and Open APIs to guide architectural consistency across the Billing & Charging domain.

Cross-Functional Collaboration

- Lead and collaborate with business stakeholders, product owners, development, infrastructure, and operations teams to translate high-level BSS, billing and charging requirements into robust architectural designs.
- Facilitate architecture reviews and design workshops with internal teams and external vendors, ensuring alignment, resolving dependencies, and driving consensus on complex telecom BSS solutions.

Architecture Roadmap & Transition Planning

- Develop comprehensive architecture roadmaps for BSS, Billing & Charging by analyzing current (as-is) and target (to-be) states, identifying capability gaps, and defining transition plans.
- Translate business and technology objectives into phased transformation initiatives.
- Provide oversight to ensure adherence to architectural direction, monitoring progress and adjusting plans as needed to address risks or evolving requirements.

Stakeholder Engagement

- Engage senior leadership and key stakeholders to communicate the architecture vision and roadmap.
- Present complex technical solutions in clear, business-friendly language and act as a trusted advisor on technology strategy, influencing decisions and aligning IT capabilities with business goals.

Qualifications and Skills

Education

- Bachelor’s degree or higher in Computer Science, Engineering, or a related field.
- Master’s degree preferred.




- Architecture certifications such as TOGAF are strongly valued.

Experience

- More than twelve years of progressive experience in enterprise architecture roles, with significant exposure to telecom Billing & Charging domains.
- Proven success in large-scale BSS transformation programs.
- Experience with major platforms such as CRM platforms, Ericsson Charging, Netcracker Billing, Matrix Charging, or equivalent telecom-grade systems.

Domain Expertise

- Deep knowledge of telecom BSS, Billing & Charging systems and related enterprise applications.
- Strong understanding of how billing, charging, and mediation platforms integrate with CRM, ordering, product catalog, revenue assurance, finance, and data platforms to ensure accurate rating, charging, invoicing, and revenue recognition.

Industry Standards & Frameworks

- Familiarity with TOGAF, TM Forum Frameworx, eTOM, SID, Open APIs, and ITIL.
- Awareness of APQC PCF is beneficial.

Technical Skills

- Broad technical expertise across application, data, and integration architectures.
- Strong knowledge of integration middleware, APIs, and microservices for BSS and OSS systems.
- Experience designing cloud-native architectures using AWS or Azure, leveraging Kubernetes, DevOps and DevSecOps pipelines, and modern data platforms with AI and machine learning driven analytics.

Leadership & Communication

- Strong leadership, communication, and stakeholder management skills.
- Ability to guide cross-functional teams, mentor junior architects, and present technology strategies effectively to executives.

Innovation & Trend Awareness

- Up-to-date knowledge of emerging trends across telecom IT, AI, automation, and cloud-native technologies, with the ability to translate advancements into practical business value.

Additional

- Fluent in English.

Certifications & Career development

- TOGAF 9 or 10 certification or equivalent enterprise architecture credentials.
- TM Forum certifications including Frameworx or Open Digital Architecture.
- Additional certifications in cloud architecture for AWS or Azure, ITIL, project management, or platforms such as Ericsson Charging or Netcracker Billing are a strong plus.
