Road Safety Specialist ADB-Funded Road Project
Position Overview
We are looking for an experienced Road Safety Specialist to provide technical expertise and support the planning, design, audit, implementation, and monitoring of road safety measures under an ADB-funded road project.
The position requires a professional with strong experience in road safety engineering and rural road safety in India, including practical exposure to road safety audits, design review, identification of safety deficiencies, and implementation of appropriate corrective measures.

Key Responsibilities
1. Road Safety Engineering & Design Review
- Provide specialist technical inputs on road safety engineering throughout project planning, design, and implementation.
- Review road and highway designs from a road safety perspective and identify potential hazards and deficiencies.
- Review geometric features, road alignment, intersections, junctions, curves, gradients, sight distance, and other safety-critical elements.
- Review provisions for road signs, road markings, delineators, traffic control devices, pedestrian facilities, and other safety infrastructure.
- Recommend appropriate engineering solutions to improve safety and reduce potential crash risks.
2. Road Safety Audit
- Conduct and/or review Road Safety Audits at relevant stages of road development.
- Undertake field inspections to identify existing and potential road safety hazards.
- Review design drawings and technical documents to identify safety deficiencies.
- Prepare/review road safety audit observations and recommendations.
- Follow up on implementation of approved road safety audit recommendations.
- Coordinate with design and construction teams to ensure identified safety issues are appropriately addressed.
3. Rural Road Safety
- Provide specialized technical inputs for the design and implementation of rural road safety measures in India.
- Assess safety risks associated with rural roads, intersections, settlements, pedestrian movement, schools, markets, and other high-risk locations.
- Recommend practical and cost-effective safety improvements appropriate to rural road conditions.
- Monitor implementation of rural road safety measures during project execution.
- Support identification and prioritization of road safety improvement locations.
4. Field Inspection & Safety Assessment
- Conduct regular field visits and road safety inspections.
- Assess road conditions and identify potential safety risks.
- Review implementation of safety measures at project sites.
- Coordinate with site engineers and contractors to address identified safety concerns.
- Provide technical recommendations for corrective and preventive safety measures.
- Monitor whether implemented safety measures conform to approved designs and specifications.
5. Traffic & Road Safety Measures
- Review traffic-related safety requirements and their integration into road design.
- Assess safety requirements for intersections, junctions, pedestrian crossings, and other conflict points.
- Review traffic management arrangements during construction, wherever applicable.
- Support implementation of appropriate measures for vulnerable road users, including pedestrians and other road users requiring enhanced protection.
- Provide inputs on signage, markings, traffic calming, delineation, and other road safety treatments.
6. Monitoring & Reporting
- Monitor progress of road safety activities and implementation of recommended measures.
- Review contractor and consultant submissions related to road safety.
- Prepare/review Road Safety Audit Reports, technical notes, inspection reports, and safety recommendations.
- Maintain records of road safety observations, corrective actions, and implementation status.
- Provide road safety inputs for project progress reports and other technical documentation.
- Assist the project team in tracking outstanding road safety issues until closure.
7. Coordination & Technical Support
- Coordinate with the Client, PIU, Project Management/Consultant Team, contractors, government agencies, and other stakeholders.
- Participate in technical meetings and provide specialist advice on road safety matters.
- Work closely with highway, traffic, design, construction, and supervision teams.
- Provide technical guidance to engineers and field personnel on road safety requirements.
- Support road safety-related training, awareness, and capacity-building activities as required.
Educational Qualification
Mandatory
- Bachelors Degree in Civil Engineering from a recognized university/institution.
Preferred
- Masters Degree in Transportation Engineering or a related discipline.
Mandatory Professional Certification
- Candidate must have completed a 15-day Certificate Course on Road Safety Audit approved by IRC/CRRI.
Professional Experience

- Minimum 10 years of professional experience in civil engineering, transportation, highway, road infrastructure, or related fields.
Specific Road Safety Experience
- Minimum 5 years of project-related experience in Road Safety Engineering.
- Demonstrated experience in the design and implementation of rural road safety measures in India.
- Practical experience in Road Safety Audits, safety assessments, design review, field inspections,
and implementation of safety improvements.
Preferred Project Experience Preference will be given to candidates with experience in:
- ADB-funded road projects
- Externally aided infrastructure projects
- Government road/highway projects
- Rural road development projects
- Highway and transportation infrastructure projects
- Large-scale road improvement and development projects
Preferred Organizational Experience Experience working with organizations/agencies involved in:
- Road & highway development
- Transportation infrastructure

Knowledge of Standards & Guidelines The candidate should have a good understanding of applicable Indian road safety, highway and transportation standards and guidelines, particularly those relevant to road safety audits and road infrastructure.
Knowledge/exposure to IRC and CRRI requirements and guidelines will be important for the role, particularly given the mandatory Road Safety Audit certification.

Ideal Candidate Profile The ideal candidate should be a Civil Engineer with 10+ years of professional experience, including at least 5 years of specialized experience in road safety engineering.

5+ years of specific Road Safety Engineering experience
Hands-on experience in rural road safety design and implementation in India
Completed the 15-day Road Safety Audit Certificate Course approved by IRC/CRRI
Experience in Road Safety Audit and field safety assessment
Experience reviewing road designs from a safety perspective
Ability to coordinate with clients, PIUs, consultants, contractors and government agencies
ADB/external-funded road project experience preferred
Masters Degree in Transportation Engineering preferred
