Role Purpose The Head – Procurement will lead the complete procurement and supply chain function for Conservve Buildcon’s EPC projects across India. The role will be responsible for strategic sourcing, vendor development, rate negotiation, procurement planning, purchase orders, subcontracting, material availability, cost optimisation and timely delivery in line with project requirements.
Key Responsibilities
1. Strategic Procurement
- Develop and implement the company's overall procurement strategy.
- Lead procurement for all major civil, structural, PEB, MEP, electrical, finishing and project-related materials/services.
- Consolidate procurement requirements across projects to achieve economies of scale.
- Develop long-term sourcing strategies and preferred vendor arrangements.
- Identify opportunities for cost reduction and value engineering.
2. Project Procurement Planning
- Coordinate with Project, Planning, Design, Contracts and Commercial teams to understand project requirements.
- Prepare and monitor project-wise procurement schedules aligned with project execution milestones.
- Ensure timely procurement of long-lead and critical materials.
- Track material delivery against project requirements and identify potential delays.
3. Vendor Development & Management
- Develop a strong and reliable vendor/subcontractor database across India.
- Identify, evaluate and onboard new vendors.
- Conduct vendor pre-qualification and capability assessments.
- Monitor vendor performance relating to quality, cost, delivery and service.
- Develop alternate sources for critical materials to reduce supply-chain risks.
- Maintain solid relationships with strategic suppliers and subcontractors.
4. Tendering & Commercial Negotiation
- Lead RFQ/RFP processes and obtain competitive quotations.
- Analyse technical and commercial offers in coordination with relevant departments.
- Lead negotiations on price, payment terms, delivery schedules, warranties, taxes, freight and commercial conditions.
- Ensure procurement decisions provide the best overall value rather than focusing only on lowest price.
- Finalise commercial terms and recommend vendors for management approval.
5. Purchase & Subcontract Management
- Review and approve procurement recommendations and purchase orders as per the company's authority matrix.
- Ensure proper documentation and compliance before issuing POs/Work Orders.
- Manage procurement of subcontracted packages including civil, PEB, MEP and specialised works.
- Ensure alignment between project budgets, approved rates and procurement commitments.
- Monitor amendments, variations and additional orders.
6. Cost Optimisation
- Establish procurement benchmarks and market rate databases.
- Drive cost savings through negotiation, bulk procurement, alternate vendors and value engineering.
- Monitor procurement against approved project budgets.
- Identify commercial risks and prevent procurement leakage.
- Provide management with regular procurement savings and commitment reports.
7. Material Delivery & Supply Chain
- Monitor order status from PO placement through delivery at site.
- Coordinate with vendors, logistics, stores and project teams.
- Track critical and long-lead items.
- Resolve supply, quality, delivery and commercial issues.
- Ensure materials reach projects as per execution requirements without unnecessary inventory buildup.
8. Procurement MIS & Controls
- Establish procurement SOPs, approval processes and controls.
- Prepare regular MIS covering
- Procurement plan vs. actual
- PO status
- Material delivery status
- Vendor commitments
- Savings achieved
- Pending RFQs
- Long-lead items
- Vendor performance
- Project-wise procurement status
- Ensure complete procurement documentation and audit compliance.
9. Team Leadership
- Lead and mentor the central procurement team and project procurement teams.
- Define roles, KRAs and performance standards.
- Build a strong procurement organisation capable of supporting multiple EPC projects simultaneously.
- Conduct regular procurement reviews with project teams and senior management.

Ideal Candidate Profile
- 15+ years of experience, preferably with a reputed EPC contractor, infrastructure company, industrial construction company or large general contractor.
- Strong contractor/EPC-side procurement experience is preferred.
- Should have handled procurement for multiple projects simultaneously.
- Strong knowledge of construction materials, subcontracting and project procurement.
- Excellent negotiation and vendor-management skills.
- Strong understanding of commercial terms, contracts and purchase orders.
- Should have a proven track record of cost savings and strategic sourcing.
- Strong analytical and decision-making skills.
- Excellent communication and stakeholder-management abilities.
- Should be comfortable working closely with Projects, Contracts, Commercial, Estimation, Planning, Finance and Management.
Critical Requirement The ideal candidate should be a hands-on procurement leader, not only an administrative procurement manager. He/she should have the ability to independently drive vendor development, RFQs, technical-commercial evaluation, negotiations, strategic sourcing, PO finalisation and delivery management across multiple EPC projects.Role & responsibilities
