/n Sterling ITC Group is seeking an experienced Railway Business Development, Tenders & Partnerships Manager to establish and develop the company's railway and metro consultancy portfolio. /n The successful candidate will be responsible for identifying suitable railway and metro opportunities, assessing eligibility, developing relationships with potential JV and association partners, coordinating tender submissions and creating a structured pipeline for Sterling's entry and expansion in the sector. /n This is a hands-on business development and strategic pursuits role. We are looking for someone who can move beyond tender tracking and actively convert opportunities into partnerships, submissions and current business. /n Key responsibilities /n /n
- Track upcoming and active consultancy opportunities in the railway, metro, high-speed rail and urban transit sectors.
/n
- Monitor procurement by Indian Railways, RVNL, IRCON, DFCCIL, NHSRCL, RITES, metro corporations, railway PSUs and other relevant authorities.
/n
- Review EOI, RFP and tender documents and prepare preliminary eligibility and bid/no-bid assessments.
/n
- Identify gaps in Sterling's corporate experience, technical eligibility and key-expert requirements.
/n
- Identify and approach suitable railway consultancy firms for JV, consortium, association and subconsultancy arrangements.
/n
- Develop and maintain relationships with domestic and international railway-sector partners.
/n
- Coordinate preparation of EOIs, technical proposals, credentials, project sheets, compliance matrices and tender documentation.
/n
- Work with the recruitment and proposal teams to identify railway and metro experts required for specific assignments.
/n
- Maintain an organized database of opportunities, partners, competitors, experts, submissions, shortlists and contract awards.
/n
- Track competitors, recently shortlisted consultants and awarded railway consultancy contracts.
/n
- Develop practical market-entry strategies for railway DPR, design, PMC, general consultancy, construction supervision, independent engineering, safety and asset-management assignments.
/n
- Represent the company in meetings with prospective partners, clients and industry stakeholders.
/n
- Provide weekly pipeline updates, next actions and decision requirements to the Director.
/n /n Required experience /n /n
- Bachelor's degree in Civil Engineering, Transportation Engineering, Railway Engineering, Construction Management, Business Management or a related discipline.
/n
- Approximately 6–10 years of relevant experience in railway or metro business development, tendering, proposals or consultancy pursuits.
/n
- Demonstrable experience reviewing and preparing railway or metro consultancy tenders.
/n
- Familiarity with qualification criteria, key-expert requirements and technical proposal structures used in railway-sector consultancy assignments.
/n
- Existing knowledge of railway consultancy firms, contractors, design organizations, experts or sector stakeholders.
/n
- Experience identifying JV, consortium or association partners.
/n
- Strong understanding of government and PSU procurement processes.
/n
- Excellent written communication, documentation and stakeholder-coordination skills.
/n
- Ability to independently manage multiple opportunities and submission deadlines.
/n /n Preferred experience /n /n
- Previous experience with a railway, metro, infrastructure consultancy, EPC contractor or multidisciplinary engineering firm.
/n
- Exposure to projects involving Indian Railways, RVNL, IRCON, DFCCIL, NHSRCL, RITES or metro rail corporations.
/n
- Experience in one or more of the following areas:
/n
- General consultancy or project management consultancy
/n
- Detailed project reports and feasibility studies
/n
- Railway civil works and structures
/n
- Track, alignment or permanent-way assignments
/n
- Stations, depots and associated infrastructure
/n
- High-speed rail or dedicated freight corridors
/n
- Metro rail systems
/n
- Construction supervision and quality assurance
/n
- Railway safety or asset management
/n
- Experience using government e-procurement portals and maintaining a structured CRM or tender tracker.
