Utkarsh Global Foundation is a social-impact organisation working towards sustainable change through Animal Welfare, Women Empowerment, Environment & Sustainability, and Community Development.

As the organisation expands its programmes nationally, we are looking for a dynamic and commercially oriented leader to build, manage and scale strategic partnerships with Central and State Governments, Municipal Corporations, Government Agencies, PSUs and Development Authorities.

ROLE PURPOSE The Head Government Partnerships will be responsible for building a Pan-India Government Business & Partnership vertical, identifying opportunities, developing institutional relationships, securing tenders/grants/contracts and converting government opportunities into sustainable programmes and revenue.

The role combines Government Relations, B2B Business Development, Tender Management, Strategic Partnerships, Resource Mobilization and Team Leadership.

The ideal candidate should have demonstrated experience managing a significant Pan-India B2B/Government business or partnership portfolio, preferably up to 100 crore, with a proven record of achieving revenue/business targets and leading teams.

The candidate must be equally comfortable with senior government stakeholders, commercial negotiations, tender processes, proposal development, internal teams and business targets.

KEY RESPONSIBILITIES

1. GOVERNMENT PARTNERSHIP STRATEGY

- Develop and execute the annual Pan-India Government Partnership strategy.
- Build a qualified pipeline of Central Government, State Government, Municipal, PSU and institutional opportunities.
- Identify government schemes, tenders, grants, RFPs, EOIs, RFQs and strategic programmes relevant to Animal Welfare and allied sectors.
- Create annual, quarterly, monthly and weekly plans with clear revenue and partnership targets.
- Develop long-term institutional relationships rather than one-time transactions.

2. BUSINESS DEVELOPMENT & RESOURCE MOBILIZATION

- Own the complete government business development cycle from opportunity identification to contract closure.
- Lead pre-bid meetings, stakeholder engagement, proposal submission, negotiations and commercial closure.
- Develop high-value government partnerships capable of generating sustainable programme funding.
- Achieve annual business/revenue and partnership targets.
- Build opportunities across multiple states simultaneously.

3. TENDER & PROPOSAL MANAGEMENT

- Lead end-to-end management of Government tenders, RFPs, EOIs, RFQs, grants and contracts.
- Work with Finance, Legal,



Programme and Operations teams to prepare commercially and technically strong bids.
- Ensure timely and compliant submissions.
- Improve bid quality, win rate and commercial outcomes.
- Maintain a central tender/opportunity tracker and competitive intelligence database.

4. GOVERNMENT STAKEHOLDER MANAGEMENT Build and maintain relationships with senior stakeholders across:

- Central Government Ministries and Departments
- Ministry of Fisheries, Animal Husbandry & Dairying
- Animal Welfare Board of India
- State Animal Husbandry/Veterinary Departments
- Municipal Corporations and Urban Local Bodies
- District Administration
- State Animal Welfare Boards
- PSUs and Government Agencies
- Development Authorities
- Veterinary Universities and Government Institutions
- Other relevant public-sector stakeholders

Represent Utkarsh Global Foundation in meetings, consultations, negotiations, conferences and policy forums. 5. POLICY & MARKET INTELLIGENCE

- Track Government policies, budgets, schemes, procurement rules and emerging funding opportunities.
- Identify future government spending and partnership opportunities.
- Maintain a Pan-India government opportunity database.
- Provide leadership with regular intelligence on market size, competitors, upcoming tenders and strategic opportunities.
- Identify new states, cities and government departments for expansion.

6. TEAM LEADERSHIP

- Build and lead a high-performing Government Partnerships team.
- Set individual and team targets.
- Conduct weekly pipeline reviews and monthly performance reviews.
- Coach team members on government sales, stakeholder management, tendering and negotiations.
- Develop second-line leadership and succession plans.
- Create a culture of accountability, ownership and target achievement.

7. CROSS-FUNCTIONAL LEADERSHIP

Work closely with

CSR | Fundraising | Programme | Finance | Legal | Operations | Communications | Monitoring & Evaluation

Ensure that opportunities secured from Government are commercially viable, operationally executable, compliant and capable of delivering measurable impact.

8. GOVERNANCE & REPORTING

- Maintain accurate opportunity, tender and revenue pipelines.
- Track enquiry qualification proposal bid negotiation award contract revenue realization.
- Monitor win rate, pipeline value, conversion, revenue realization and project status.
- Present weekly, monthly, quarterly and annual reviews to the Chief Business Officer.
- Ensure transparency, ethical conduct and complete compliance in all Government engagements.

IDEAL CANDIDATE PROFILE We are looking for a senior B2B/Government Business Development professional with:

- 1015 years of overall professional experience.




- 35 years of proven team leadership experience.
- Strong Pan-India B2B Business Development / Government Partnership / Institutional Sales experience.
- Experience managing a business/partnership portfolio of 50100+ crore, preferably around 100 crore.
- Demonstrated experience in achieving large annual revenue/business targets.
- Strong exposure to Government tenders, RFPs, RFQs, EOIs, grants, contracts and procurement processes.
- Experience dealing with Central/State Government, Municipal Corporations, PSUs or Government agencies.
- Proven ability to build senior-level institutional relationships.
- Strong negotiation, proposal development and commercial closure skills.
- Ability to identify opportunities and convert them into contracts/partnerships.
- Experience managing multiple states/regions and geographically distributed teams.
- Strong understanding of B2B sales/business development metrics and pipeline management.
- Excellent communication, presentation and stakeholder-management skills.
- Solid commercial orientation combined with social-impact sensitivity.

Direct animal-welfare experience is desirable but not mandatory if the candidate has strong Government/B2B partnership experience and the ability to understand and manage social-impact programmes.
