Role Purpose The Tender Manager will be responsible for managing the end-to-end tendering process for manpower outsourcing, facility management and related service contracts.
The role will involve identifying tender opportunities, analysing tender documents, coordinating with internal departments, preparing technical and commercial proposals, ensuring timely submission, and supporting negotiations and contract finalisation.
Key Responsibilities
1. Tender Identification
- Identify relevant tenders from:
- Government departments
- PSUs
- Corporates
- Hospitals
- Manufacturing companies
- Educational institutions
- Hotels
- Airports
- Commercial establishments
- Monitor platforms such as GeM, CPPP, state e-procurement portals and private tender platforms.
- Maintain a database of upcoming and active tenders.
- Evaluate tenders based on eligibility, manpower requirement, location, contract value and commercial viability.

- Download and thoroughly review RFP/RFQ/NIT/BOQ/tender documents.

- Prepare a Tender Summary / Go-No-Go Report for management approval.
1. Technical Proposal Preparation
- Prepare technical bids and supporting documents.
- Coordinate with HR, Operations, Finance,
Legal and Compliance teams.
- Prepare manpower deployment plans.
- Prepare organisation/company credentials.

1. Commercial Proposal
- Prepare the commercial bid in coordination with Finance/Management.
- Calculate manpower cost, including:

- Uniform
- Equipment
- Transportation
- Administrative cost
- Service charges
- GST
- Prepare costing and profitability analysis.
- Ensure the quotation complies with applicable minimum wages and statutory requirements.
1. Bid Submission
- Ensure timely online/offline submission of tenders.
- Upload technical and commercial documents correctly.
- Ensure EMD and other required documents are submitted within the deadline.
- Maintain a Tender Tracker with:
- Tender number
- Client
- Submission date
- Tender value
- EMD
- Status
- Technical result
- Financial result
- Final outcome
1. Pre-Bid & Client Coordination
- Participate in pre-bid meetings.
- Prepare clarification questions.
- Coordinate with clients for tender-related clarifications.
- Attend site visits wherever required.
- Understand client expectations and operational requirements.
1. Post-Bid Management
- Track technical evaluation.
- Track financial bid opening.
- Monitor L1/L2 position where applicable.
- Coordinate with management for negotiations.
- Support contract award and agreement finalisation.
- Coordinate with Operations for smooth handover after award.

Ensure all tender submissions comply with applicable requirements relating to:
