Job Title: Senior Manager/AGM Project Engineering & Project Execution (Water & Wastewater Systems) & O&M;
Position Overview The Senior Manager leads the engineering design, procurement support, and construction execution of complex water facilities. This role oversees high-purity and wastewater systems, including Ultra-Pure Water (UPW), Silicon Kerf Recycling, Desalination, Effluent Treatment (ETP), and Marine Discharge. The position ensures projects meet stringent semiconductor or industrial quality standards, timelines, and regulatory frameworks.
Key Responsibilities
1. Project Engineering & Design Management
- Technical Oversight: Lead the conceptual, basic (FEED), and detailed engineering design for UPW, ETP, RO/DI, STP, Silicon Kerf Recycling, and Sea Outfall systems.
- Process Optimization: Approve Process Flow Diagrams (PFDs), Piping and Instrumentation Diagrams (P&IDs;), mass balances, and hydraulic calculations.
- Technology Selection: Evaluate and select advanced purification and recycling technologies to maximize water recovery and minimize chemical consumption.
- Value Engineering: Review engineering deliverables to optimize capital expenditure (CAPEX) and operational expenditure (OPEX).
1. Project Execution & Construction Management
- Site Execution: Oversee site mobilization, mechanical installation, piping, electrical hook-ups, and structural works for all water assets.
- Schedule & Budget: Drive project execution schedules from ground-breaking to handover, managing multi-million dollar budgets and variances.
- Contractor Management: Supervise Engineering, Procurement, and Construction (EPC) contractors, technology vendors, and specialized subcontractors.
- Commissioning: Lead pre-commissioning, commissioning, water-in testing, and final performance guarantee test runs (PGTR).
1. Compliance, Safety, and Marine Infrastructure
- Environmental Permitting: Ensure ETP, STP, and Sea Outfall designs comply with local and international environmental discharge norms.
- Outfall Engineering: Oversee marine surveys, pipeline routing, diffuser design, and EIA compliance for the sea outfall discharge system.
- Safety Leadership: Enforce zero-incident health, safety, and environmental (HSE) protocols across all construction and testing phases.
Required Technical Expertise
- UPW & DI Systems: Deep knowledge of multi-stage RO, electro-deionization (EDI), mixed-bed polishers, UV destruction, and ultrafiltration (UF) to achieve parts-per-trillion (ppt) purity levels.
- Silicon Kerf Recycling: Experience in kerf slurry separation, silicon recovery technologies, centrifugation, and recycling loops within semiconductor or solar wafer manufacturing.
- Wastewater Treatment: Advanced expertise in industrial ETP, chemical precipitation, biological STP, Zero Liquid Discharge (ZLD), and high-salinity brine management.
- TOPCon-Specific Chemical Effluents:
Emphasizes the technical management of concentrated chemical streams unique to solar cell lines, such as high-fluoride wastewater (from HF etching), ammonium-rich streams (from PECVD/ALD tunnel oxide and poly-Si deposition), and heavy metal sludges (silver/aluminum).
- Silicon Kerf Recycling: Targets specific expertise in segregating, centrifuging, and filtering micro-silicon kerf particles from wafer texturing and slicing loops to recover water and extract clean silicon cake.
- High-Purity UPW Loops: Focuses on engineering systems capable of hitting ASTM D5127 Electronic Grade E-1 water standards using multi-pass RO, Continuous Electrodeionization (CEDI), and UV Total Organic Carbon (TOC) destruction.
- Marine & Coastal Engineering: Outlines explicit responsibilities for executing the Sea Outfall Discharge system, covering bathymetric marine surveys, Coastal Regulation Zone (CRZ) clearances, and offshore diffuser pipeline engineering.
- Rigorous Commissioning Standards: Mandates experience in running final Performance Guarantee Test Runs (PGTR) for EPC contractors before plant handover.
Qualifications and Experience
- Education: Bachelor’s or Master’s degree in Chemical, Mechanical, Environmental Engineering.
- Experience: 15+ years in water treatment project engineering and execution, with at least 5 years in a Senior Manager or Lead role.
- Industry Background: Semiconductor fabrication, solar wafer manufacturing, mega-scale petrochemicals, or specialized industrial water treatment sectors.
- Software Competency: Familiarity with AutoCAD, Revit, STONER/PIPE-FLO, or specialized water simulation tools (e.g., ROSA/WAVE).
