Role & responsibilities
Position Summary The Manager / Deputy Manager Quantity Surveyor will be responsible for project cost management, quantity estimation, contractor billing, budget monitoring, tender evaluation, contract administration, cost control, and project financial reporting for hotel development projects.
The ideal candidate should possess robust technical expertise in civil engineering, project costing, quantity surveying, and billing management, with experience in hospitality, commercial, mixed-use, or large-scale real estate projects.
Key Responsibilities
Cost Planning & Budgeting
- Prepare detailed cost estimates and project budgets for hotel development projects.
- Develop BOQs (Bills of Quantities) based on architectural, structural, and MEP drawings.
- Conduct cost analysis and benchmarking for various construction activities.
- Assist management in preparing project feasibility and capex estimates.
- Identify cost-saving opportunities without compromising quality standards.
Quantity Surveying
- Review drawings and specifications to determine material and labor quantities.
- Measure and verify quantities executed at site.
- Prepare quantity reconciliation statements and consumption reports.
- Monitor project costs against approved budgets and forecasts.
- Track variations and change orders affecting project costs.
Contractor Billing & Certification
- Verify and certify contractor RA bills, final bills, and supplier invoices.
- Ensure accurate measurement and certification of completed work.
- Review subcontractor bills and recommend payments.
- Monitor contractual obligations and payment milestones.
- Resolve discrepancies related to quantities, rates, and measurements.
Tendering & Procurement Support
- Prepare tender documents, BOQs, and bid evaluation reports.
- Analyze quotations and compare commercial proposals.
- Participate in contractor negotiations and finalization.
- Support procurement teams in cost evaluation and vendor selection.
- Maintain updated cost databases and rate analyses.
Contract Administration
- Review construction contracts and monitor compliance.
- Manage variations, claims, extensions of time, and contractual correspondence.
- Maintain records of change orders and project cost impacts.
- Support dispute resolution and claim management processes.
Project Monitoring & Reporting
- Prepare monthly cost reports and project financial dashboards.
- Track committed costs, incurred costs, and forecasted expenditures.
- Monitor project cash flows and payment schedules.
- Provide management with regular updates on project cost status.
- Highlight risks, cost overruns, and corrective action plans.
Site Coordination
- Conduct periodic site visits to verify progress and quantities.
- Coordinate with project managers, architects, consultants, contractors, and vendors.
- Ensure adherence to project specifications and approved budgets.
- Support project teams during audits and management reviews.
Compliance & Documentation
- Maintain proper records of contracts, bills, estimates, and approvals.
- Ensure compliance with company policies and project governance requirements.
- Support internal and external audits related to project expenditures.
Implement best practices in cost control and quantity surveying.
Preferred candidate profile
Educational Qualification
- Bachelor's Degree in Civil Engineering (B.E./B.Tech Civil) from a recognized university.
- Additional qualification in Quantity Surveying, Construction Management, Cost Engineering, or Project Management will be an advantage.
Experience
- Minimum 8 to 10 years of relevant experience in Quantity Surveying, Billing Engineering, Project Costing, or Construction Cost Management.
- Currently working as Deputy Manager Quantity Surveyor, Manager Quantity Surveyor, Billing Manager, Senior Billing Engineer, or equivalent role.
- Experience in hospitality, hotel, resort, commercial, mixed-use, institutional, or real estate projects preferred.
- Exposure to multi-location project management will be highly desirable.
