Role & responsibilities :

Single-point owner of planning and scheduling for the Haldia Greenfield Edible Oil Refinery Project. The role combines the planning mandate execution strategy, package and resource planning, budget phasing with the scheduling mandate building the Integrated Project Schedule, monitoring progress against it, and giving leadership early warning while recovery is still possible.

1. Key Responsibilities

A. Project Planning & Baseline

- Translate the project execution strategy into a package-wise plan — contracting strategy, work fronts, milestone framework and phasing across engineering, procurement, construction and commissioning.
- Build the Level 1–4 Integrated Project Schedule (IPS) in Primavera P6; establish the WBS aligned to the execution plan, capex cost structure and plant unit numbering; freeze the approved baseline.
- Prepare package schedules for each process block — refining (degumming, bleaching, deodorisation), fractionation, hydrogenation / vanaspati, bakery fats, blending, packing lines (pouch, PET, jar, tin), PM blowing, tank farm, jetty pipeline, boiler & turbine, ammonia, WTP / ETP / MEE and utilities.
- Resource- and cost-load the schedule to drive manpower histograms, contractor mobilisation plans and the monthly capex drawdown / cash-flow curve.
- Build statutory approvals in as hard milestones — Factory Licence, FSSAI, PCB CTE / CTO, IBR boiler & BOE, CEIG charging, PESO (ammonia / solvent), Fire NOC, Legal Metrology stamping and Haldia port / customs clearances.




- Reflect site constraints in the logic — monsoon and tidal / jetty windows, piling, hydro-testing and tank calibration sequence.

B. Scheduling, Monitoring & Forecasting

- Update the schedule on a fixed weekly cut-off from site, contractor, vendor and engineering progress.
- Report planned vs actual physical progress, SPI / CPI, variance and forecast-at-completion using earned value, with agreed progress-measurement rules per discipline.
- Maintain S-curves, milestone trackers, manpower histograms and 2-week / 1-month / 3-month look-aheads.
- Analyse critical path and float erosion after every update; escalate threats with quantified impact and costed recovery options.
- Run time-impact and what-if simulations for scope changes, late deliveries and contractor underperformance; control all revisions through formal schedule change control.

C. Procurement, Contractor & Interface Planning

- Prepare and maintain the procurement plan aligned to the schedule; drive required-in office dates back to enquiry, award and manufacturing windows.
- Track long-lead equipment on the critical path — deodoriser, crystallisers, hydrogenation reactor, filling and blow-moulding machines, storage tanks, boiler & TG set, ammonia package, MEE and DCS / PLC.




- Review contractor schedules for logic, calendars, resource loading and consistency with the master schedule before acceptance.
- Monitor engineering deliverable and vendor document approval cycles, and maintain the interface matrix across engineering, procurement and construction to expose gaps before they become delays.

D. Commissioning, Reporting & Governance

- Schedule pre-commissioning and commissioning system-wise, sequencing utilities ahead of process start-up; cover FAT / SAT, loop checks, hydro-testing, food-grade cleaning, trial and PG runs up to first commercial production.
- Align the operations manpower recruitment and training plan to the commissioning sequence.
- Issue weekly and monthly progress reports with dashboards, KPIs, critical path status and top schedule risks; prepare the pack for contractor and management reviews.
- Maintain the milestone register against contractual dates and support delay analysis, EOT evaluation and claims with a dated audit trail.
- Feed schedule risk into the project risk register and keep all baselines, updates and reports version-controlled.

Preferred candidate profile Atleast 7 years in project planning and scheduling / project controls, with at least 5 years on greenfield process-plant projects of INR 300 Cr and above.

Direct planning and scheduling experience on a comparable plant — edible oil refinery or solvent extraction, food processing, FMCG, specialty chemicals, petrochemicals or pharmaceuticals.
